Interested vendors must submit a capabilities statement and narrative response by 2:00 PM on January 15, 2026, via email to Wanda Cruz and Richard Crum. Responses are limited to 20 single-sided, double-spaced pages and must address specific questions about refurbishment capabilities, testing facilities, potential contract structures, and market research pricing information. The contract period is anticipated to be one year with four one-year option periods, with performance verification occurring at DS/PSP/DEAV facilities in Springfield, Virginia. Applicable NAICS code is 315990 and PSC code is J084.

THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a solicitation or a promise to issue a solicitation in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not seeking proposals and will not accept unsolicited proposals.
Respondents should note that the U.S. Government will not reimburse any costs or expenses incurred in responding to this RFI. All costs related to preparing and submitting a response are the sole responsibility of the respondent. B. STATEMENT OF OBJECTIVES (SOO) DRAFT
PROJECT: Caiman Helmet Maintenance, Repair, and Refurbishment Services
1. Purpose: The Department of State, Bureau of Diplomatic Security, Countermeasures Directorate, Office of Physical Security Programs, Defensive Equipment and Armored Vehicle Division (DS/PSP/DEAV) is issuing this RFI to identify contractors with the expertise, capacity, and resources to perform CAIMAN MAINTENANCE, REPAIR, AND REFURBISHMENT. All refurbished helmets must meet or exceed the National Institute of Justice (NIJ) Standard 0106.01.
2. Background: Currently, when a Caiman helmet is returned from the field, the Defensive Equipment and Armored Vehicle Division (DS/PSP/DEAV) must mark it for destruction, as we do not possess the specialized equipment required to conduct comprehensive inspections for deficiencies. Additionally, Caiman helmets have a service life of seven years; upon reaching this period, they are removed from service and destroyed.
DS/PSP/DEAV is seeking information from vendors regarding potential refurbishment solutions. Specifically, we are interested in programs that would allow helmets otherwise designated for destruction to be sent for professional inspection. The objective is to determine whether each helmet is beyond repair and must be destroyed, or if it can be refurbished—such as by installing updated components, refinishing, and restoring the helmet to a factory-new condition. Vendors are requested to provide details on available refurbishment capabilities, inspection processes, and any relevant certifications or standards adhered to in the refurbishment of ballistic helmets.
3. Organizational Background: As the law enforcement and security arm of the U.S.
Department of State, the Bureau of Diplomatic Security (DS) is responsible for providing a safe and secure environment for the conduct of U.S. foreign policy. DS is the most widely represented U.S. law enforcement and security organization in the world and protects people, property, and information at 275 Department of State missions around the globe. Every U.S. diplomatic mission in the world operates under a security program designed and maintained by Diplomatic Security. To achieve its mission, DS is a leader in detecting and mitigating terrorist threats to American lives and facilities, mounting international investigations, and developing innovations in security training, cyber security and physical security engineering.
The DS Countermeasures Directorate (DS/C) manages the development and implementation of all physical and technical countermeasures security standards and policies that apply to U. S. Department of State facilities domestically and overseas;
securely transports classified diplomatic materials across international borders; and provides defensive equipment to protect the lives of U.S. government personnel, classified information and property.
The Office of Physical Security Programs directs the development of Overseas Security Policy Board (OSPB) security standards and Department policies and procedures associated with the physical security, construction security, transit security, secure procurement, defensive equipment and armored vehicle programs at U.S. missions. The office provides oversight on the implementation of these programs abroad to ensure compliance with the OSPB security standards.
The Defensive Equipment and Armored Vehicle Division (DS/PSP/DEAV) manage the Department's domestic and overseas special protective equipment (SPE) and armored vehicle (AV) program. DS/PSP/DEAV represents the Department and U.S. Government interagency committees involved in developing uniform security standards for defensive equipment and armored vehicles.
4. Scope of Services: The contract is expected to require personnel with subject matter expertise in helmet refurbishment, inspection procedures, and relevant certifications or standards, including the National Institute of Justice (NIJ) Standard 0106.01 for ballistic helmets. Contractors must be able to inspect helmets at their facility to determine whether each unit is damaged beyond repair and requires destruction, or if it can be refurbished by installing updated components, refinishing, and restoring it to a factory-new condition.
Additionally, contractors must have the capability to reset the warranty period of refurbished helmets to seven years.
5. Objectives / Performance Standards:
• Project plans and schedules must be accurate, complete, and ensure that milestones and deliverables are achieved within established timelines.
• Any incomplete or inconsistent requirements must be reported to the Government, with recommendations for corrective action.
• Estimated costs and implementation timeframes must be realistic and accurately forecasted. Sources and acquisition options must be documented in sufficient detail to support Government decision-making.
• Test plans and test cases must be comprehensive and clearly traceable to Government-provided operational scenarios and performance requirements.
• Solution performance must be evaluated in accordance with Government-approved test plans, and test results must be documented and reported as required.
• All deliverables must be usable, responsive, technically accurate, and complete.
• Recommendations must be fully supported by analysis and documentation.
• The status of ongoing projects must be briefed to Government management and staff at least weekly
6. Period, Place of Performance: The period of performance is anticipated for a one-year and four (4) one-year options. Performance requirements verification and validation is to occur at DS/PSP/DEAV facilities in Springfield, Virginia. Inspection and Refurbishment is to be conducted at the Contractor site or at laboratories or other facilities belonging to the Contractor or its subcontractors.
7. Deliverables: The contract is anticipated to include the following deliverables: a comprehensive written Project Plan outlining tasks related to helmet refurbishment, including requirements verification and validation, contractor market surveys for helmet refurbishment solutions, testing and evaluation activities, and a final report summarizing helmet refurbishment test results and recommendations.
a. Specific deliverables are expected to include the following:
• Project plan for helmet refurbishment activities
• Market research reports on available helmet refurbishment solutions and technologies
• Test plans for evaluating refurbishment processes and components
• Test schedules
• Procurement of test samples, as approved by DS/PSP/DEAV
• Execution of testing activities
• Test reports documenting results and findings
• Final report with recommended requirements for the desired end state (“to-be” state)
8. Operating Constraints: DS/PSP/DEAV will provide operational scenarios, initial “current state” analysis and existing performance requirements to assist with performance requirements validation and verification. The contractor will provide all component and system samples required for testing, following DS/PSP/DEAV approval, and any Government-required test ranges and instrumentation.
