About this opportunity
The Defense Logistics Agency Family & Morale, Welfare, and Recreation program canceled solicitation NAFUA1-26-R-0002 for cafeteria and catering operations at the Defense Distribution Center Susquehanna on August 20, 2026, effective immediately. No contract award will be made under the current solicitation due to a change in the Government's requirements. A revised solicitation is anticipated in the near future.
The original solicitation, posted July 22, 2026, sought a contractor to operate the Building 430 cafeteria and catering operation in New Cumberland, Pennsylvania under a revenue-generating concessionaire model with no appropriated government funds. The contractor was required to provide all labor, supervision, management, equipment, tools, and materials.
Cafeteria operations were to serve breakfast and lunch Monday through Friday (6:30 AM–2:00 PM) and include a hot line with daily specials, a salad bar with at least 20 items, made-to-order deli sandwiches, self-service soup, short-order grill service, fresh pizza/stromboli/calzone, beverages, and pre-made cold items. Catering operations were to provide on-demand services ranging from punch and cookies to formal sit-down lunches, prepared on-site and limited to Building 430. The contractor was to maintain the established "Darr's Cafe" branding and logo.
The base contract period was December 1, 2026 through November 30, 2028, with four optional two-year renewals extending through November 30, 2036. The contractor was to submit monthly payments calculated as the greater of a Minimum Monthly Guarantee or a Commission Payment based on a percentage of monthly gross revenue, plus utilities costs. Performance standards included 85% customer satisfaction, five-minute maximum service wait times during peak hours, minimum two new specials weekly, and 98% operational uptime. The contractor was required to maintain ServSafe certification for on-site managers, pass HSPD-12 background checks, enroll in E-Verify, and maintain $5,000,000 general liability insurance.
