About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis issued a Limited/Sole Source Justification Notice for a CAC Workforce Diagnostic Assessment to address significant manpower and resource losses affecting mission execution at Combined Arms Center (CAC) Fort Leavenworth. The contract requires implementing digital surveys and conducting in-person interviews with CAC personnel to analyze workforce effectiveness, operational processes, and business practices, culminating in a final diagnostic report with recommendations for organizational improvement. The Army justified the sole source procurement by conducting market research in July 2025 with TRADOC, USASOC, and Air Force agencies, which confirmed that no other contractors could provide comparable Commercial-Off-The-Shelf (COTS) solutions for this specific organizational transformation requirement. Contract W91QF4-25-P-A036 was awarded to Talking on Purpose, Inc. dba Juliet Funt Group on August 21, 2025, for a performance period from August 25, 2025, to November 13, 2025. The contract value is under the Simplified Acquisition Threshold and will be funded through Operations & Maintenance, Army (OMA) for Fiscal Year 2025, though the specific dollar amount was not disclosed in the notice.
Notice text
The Contractor will implement and execute the digital surveys to the workforce. The Contractor will gather, aggregate, and parse
the data for incorporation into its final reporting products. Concurrently, the Contractor will also send personnel to Ft Leavenworth
to conduct in-person and group interviews of CAC personnel. The in-person interviews will gather significant volumes of data
across a wide spectrum of data relative to workplace and workforce tasks, duties, and functions. The Contractor will then produce
a final diagnostic reporting product that they will brief to CAC command, highlighting areas of concern and making
recommendations for change implementation to facilitate the command’s ability to achieve more optimally aligned, effective, and
efficient workforce.
