About this opportunity
The Department of the Interior US Geological Survey Office of Acquisitions and Grants seeks removal and demolition of a discontinued cableway structure at an active gaging station in Draper, Virginia, with quotations due May 29, 2026. The procurement is set aside for small business concerns only and will be awarded on a lowest price technically acceptable basis.
Place of performance is 4380 State Route 653, Draper, Virginia (New River site, coordinates 3656'15"N, -8044'45"W). A mandatory site visit is scheduled for March 31, 2026 at 10:00 AM EST. The project scope includes dismantling approximately 850 feet of 1-inch structural strand cable and 850 feet of 1/4-inch aircraft warning cable; removing a 30-foot steel tower with four concrete piers on the right bank and remnants of the left bank tower; extracting and removing a submerged left bank anchor block approximately 120 feet offshore at 3–4 feet depth; and removing two 3.5-foot × 3.5-foot × 6-foot concrete anchor blocks. The contractor must fill below-grade voids and restore the New River Trail and disturbed areas to pre-project condition in compliance with Virginia Department of Conservation and Recreation standards. All debris must be removed daily from site during normal working hours (7:00 AM–5:00 PM Monday–Friday). The contractor is responsible for obtaining required permits, including US Army Corps of Engineers Nationwide Permit authorization. The period of performance is 90 days from award date.
Questions are due April 7, 2026 at 1:00 PM EST. Quotations must be submitted via email to Brian Baker at bfbaker@usgs.gov. The wage determination (Attachment B) applies prevailing wage rates per Virginia Department of Labor standards effective January 30, 2026. NAICS code 238910 (Site Preparation Contractors); PSC P500 (Salvage—Demolition of Structures/Facilities Other Than Buildings). Amendment 003 (posted May 14) extended the due date and provided answers to thirteen vendor questions clarifying scope and permit responsibility.
