About this opportunity
The Department of the Interior Fish and Wildlife Service seeks HVAC maintenance, diagnostic, repair, and replacement services for the Don Edwards San Francisco Bay National Wildlife Refuge in Fremont, California, with quotations due September 11, 2026, at 12:00 p.m. Pacific Time. The procurement is a Total Small Business Set-Aside.
Place of performance is Fremont, California, at the Refuge Headquarters Building and Public Use Building. Work must be completed by March 31, 2027. The contract is a firm-fixed-price purchase order under FAR Part 12 simplified procedures for commercial products and services.
Base Task 1 requires replacement of a non-functioning BARD WH361-A15EX4XXE wall-mounted HVAC unit at the Public Use Building with new commercial equipment matching capacity and essential operating characteristics. Base Task 2 requires inspection, preventive maintenance, testing, troubleshooting, and diagnostic services for the Headquarters Building's Mitsubishi PURY-P234RGMU-A VRF system, including approximately eight wall-mounted and 18 ceiling-mounted cassette indoor units, with delivery of a written diagnostic report identifying deficiencies and recommended corrective actions. Optional Task 3 comprises two separately exercisable options: Option 1001 for outdoor/system HVAC repair and replacement services (maximum one outdoor unit), and Option 1002 for indoor HVAC repair and replacement services (up to 26 indoor units).
Quoters must demonstrate technical capability and relevant experience with commercial HVAC systems, provide past performance references, confirm applicable licenses and refrigerant-handling credentials, and account for Service Contract Labor Standards Wage Determination No. 2015-5623 in their firm-fixed pricing. Evaluation weighs technical capability and relevant experience and past performance approximately equally with price. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is J041.
