94555 Period of Performance Award through March 31, 2027

1. Solicitation Contracting Office: Department of the Interior, U.S. Fish and Wildlife Service, Acquisitions Team, Goods & Services, Acquisition Operations.

This requirement is being procured, and award will be made, using the simplified procedures for commercial services under Revolutionary FAR Overhaul (RFO) FAR Part 12, Acquisition of Commercial Products and Commercial Services, including RFO FAR 12.201-1. The Government intends to issue a firm-fixed-price purchase order. Quotes from vendors unable to accept purchase orders will not be considered for award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026- 01.

This notice constitutes the solicitation for this requirement. The Government is soliciting quotations for HVAC Maintenance, Repair, and Replacement Services at Don Edwards San Francisco Bay National Wildlife Refuge, Fremont, California. This acquisition is a Total Small Business Set-Aside. All responsible small business concerns eligible under the stated set-aside may submit a quotation, which will be considered by the Government.

A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is the Government's offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.

2. Requirement The Contractor shall furnish all qualified labor, supervision, equipment, replacement equipment, parts, materials, supplies, tools, transportation, testing equipment, refrigerant handling, disposal, and incidental services necessary to perform HVAC maintenance, diagnostic, repair, and replacement services for the Refuge Headquarters Building and Public Use Building in accordance with Attachment 1 - Statement of Work (SOW).

The base requirement consists of Public Use Building HVAC replacement services and Headquarters HVAC inspection, preventive maintenance, testing, troubleshooting, and diagnostic services. The SOW also includes separately exercisable Option 1001 for Headquarters outdoor/system HVAC repair and replacement services and Option 1002 for Headquarters indoor HVAC repair and replacement services. Only the Contracting Officer may exercise an option.

3. Contract Type and Period of Performance The Government anticipates award of one firm-fixed-price purchase order. Performance shall begin following award and required pre-performance coordination. All base tasks and any exercised option tasks shall be completed no later than March 31, 2027, unless otherwise authorized in writing by the Contracting Officer.

Normal onsite work hours are Monday through Friday, 8:00 a.m. through 6:00 p.m., excluding Federal holidays.

The Contractor shall provide at least seven calendar days advance notice before beginning scheduled onsite work unless the Government agrees to a shorter coordination period.

4. Service Contract Labor Standards The Service Contract Labor Standards apply to this requirement. U.S. Department of Labor Wage Determination No. 2015-5623 is included as Attachment 4 and will be incorporated into the resulting purchase order. Quoters are responsible for accounting for all applicable wage and fringe benefit requirements in their firm-fixed prices, including prices for any option services.

5. Questions and Site Visit Information Questions regarding this solicitation shall be submitted by email to Oscar Orozco at Oscar_orozco@ios.doi.gov no later than September 8, 2026, 5:00 p.m. Pacific Time.

A site visit is available for prospective quoters and is recommended due to the existing HVAC equipment, installation configuration, and system conditions. Prospective quoters interested in arranging a site visit shall contact Oscar Orozco at Oscar_orozco@ios.doi.gov. Site visits are subject to Government availability and must be coordinated in advance. Participation in a site visit is not required to submit a quotation and is not a condition of eligibility for award.

Oral explanations or instructions are not binding. Only a written solicitation amendment issued by the Contracting Officer may modify the solicitation requirements.

6. Quotation Submission Quotations shall be submitted electronically to Oscar Orozco at Oscar_orozco@ios.doi.gov no later than September 11, 2026, 12:00 p.m. Pacific Time. Quoters shall submit only the information necessary for the Government to evaluate Technical Capability/Relevant Experience, Past Performance, and Price.

• Completed Bid Schedule showing firm-fixed prices for Base CLINs 0001 and 0002 and Option CLINs 1001 and 1002, and the total evaluated price.

• A brief Technical Capability/Relevant Experience statement describing the quoter's ability to perform the SOW and up to two (2) recent and relevant projects performed within the past five (5) years involving commercial HVAC replacement, inspection, preventive maintenance, troubleshooting, diagnostic, repair, or replacement services of similar scope or complexity. The statement should identify the customer, general scope of work, approximate contract value, period of performance, and the quoter's role. Experience with commercial VRF systems or comparable multi-zone HVAC systems may be identified when applicable.

• Past Performance information for the relevant projects submitted, including customer/reference name and available contact information. The Government may also consider past performance information from CPARS and other reasonably available Government or commercial sources. Quoters with no relevant past performance will be evaluated neutrally and will not be evaluated favorably or unfavorably solely for lacking relevant past performance.

• Confirmation that personnel performing regulated or licensed work will possess applicable licenses, certifications, or credentials required for the work, including applicable refrigerant-handling credentials and certifications/licenses for electrical work, and confirmation that all base work and any exercised option work can be completed no later than March 31, 2027.

• Legal business name, Unique Entity Identifier (UEI), and confirmation of active registration in SAM.gov.

• Any exceptions to the SOW or solicitation terms. If none, state "No Exceptions."

7. Bid Schedule The Bid Schedule is included in Attachment 2. Quoters shall complete and submit Attachment 2 with their quotation. For evaluation purposes, the Government will evaluate the total price of the Base CLINs and both Option CLINs. Evaluation of an option does not obligate the Government to exercise the option.

8. Evaluation - Best-Value Comparative Evaluation 52.212-2 Evaluation - Commercial Products and Commercial Services (DEVIATION MAR 2026)

(a) The Government will evaluate quotations using the simplified procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter whose quotation conforms to the solicitation and is determined to represent the best value to the Government, considering Technical Capability/Relevant Experience, Past Performance, and Price.

Technical Capability/Relevant Experience. The Government will comparatively evaluate the extent to which the quotation demonstrates the capability and recent, relevant experience necessary to successfully perform the SOW, including Public Use Building HVAC replacement; Headquarters HVAC inspection, preventive maintenance, testing, troubleshooting, and diagnostic services; and, if exercised, Headquarters outdoor/system and indoor HVAC repair and replacement services. Greater relevant experience with commercial VRF systems or comparable multi-zone HVAC systems, when meaningfully related to successful performance of this requirement, may provide a comparative advantage. The Government will also consider the quoter's confirmation of required licensing/certification capability and ability to meet the required period of performance.

Past Performance. The Government will comparatively evaluate the quality and relevance of the quoter's past performance on similar work. The Government may consider vendor-provided references, CPARS, and other reasonably available Government or commercial information. A quoter with no relevant past performance will be evaluated neutrally and will not be evaluated favorably or unfavorably solely for lacking relevant past performance.

Favorable relevant past performance may provide a comparative advantage.

Price. The Government will evaluate the total evaluated price consisting of Base CLINs 0001 and 0002 plus Option CLINs 1001 and 1002. The Contracting Officer will determine whether the price is fair and reasonable based primarily on competition and may consider other relevant pricing information available to the Government.

Evaluation of option prices does not obligate the Government to exercise an option.

Basis for Award. Technical Capability/Relevant Experience and Past Performance, when combined, are approximately equal in importance to Price. The Government will make a comparative assessment of quotations and select the quotation representing the best value. The Government may select a higher-priced quotation when a meaningful non-price advantage is determined to justify the price premium. Conversely, the Government will not pay a price premium when the comparative non-price advantage does not warrant the additional cost. Formal point scoring, adjectival rating scales, an evaluation plan, and establishment of a competitive range will not be used.

(b) The Government may consider information contained in the quotation and other reasonably available information when conducting the comparative evaluation and determining responsibility. The Government intends to evaluate quotations and issue award without requesting revisions; however, the Government may seek clarifications or request additional information when necessary under the streamlined procedures of RFO FAR Part 12.

(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is an offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.

9. Contracting Authority Only the Contracting Officer is authorized to make contractual changes, exercise an option, authorize additional work, change the scope or quantity of work, change the purchase order price, or change the period of performance.

Government technical personnel may coordinate site access, scheduling, inspection, and routine technical matters within the awarded scope but are not authorized to alter the terms of the purchase order. The Government will not make an adjustment to the purchase order price or period of performance for unauthorized work.

10. Additional Terms

• The quoter shall be registered and active in the System for Award Management (SAM.gov) at the time of award and shall maintain required registration during performance and through final payment.

• The Government reserves the right not to make an award if doing so is determined to be in the Government's best interest.

• The resulting purchase order will incorporate the applicable solicitation provisions, contract clauses, Statement of Work, Bid Schedule, and Service Contract Labor Standards wage determination.

• Option 1001 and Option 1002 are not authorized unless exercised in writing by the Contracting Officer. The Government does not guarantee that either option will be exercised.

STATEMENT OF WORK

HVAC Maintenance, Repair, and Replacement Services

Don Edwards San Francisco Bay National Wildlife Refuge

1. GENERAL

1.1 Overview

The U.S. Fish and Wildlife Service (USFWS), Don Edwards San Francisco Bay National Wildlife Refuge (Refuge), requires commercial heating, ventilation, and air conditioning (HVAC) maintenance, diagnostic, repair, and replacement services for the Refuge Headquarters Building and Public Use Building (PUB).

Both buildings are located at:

U.S. Fish and Wildlife Service Don Edwards San Francisco Bay National Wildlife Refuge 1 Marshlands Road Fremont, California 94555

The requirement consists of the following:

• Base Task 1: Public Use Building HVAC Replacement Services.

• Base Task 2: Headquarters Building HVAC Inspection, Preventive Maintenance, Testing, Troubleshooting, and

Diagnostic Services.

• Option Task 3: Headquarters Building HVAC Repair and Replacement Services, divided into two separately exercisable options: Option 1001 - Outdoor/System HVAC Repair and Replacement Services; and Option 1002

- Indoor HVAC Repair and Replacement Services.

The Contractor shall furnish all qualified labor, supervision, equipment, replacement equipment, parts, materials, supplies, tools, transportation, testing equipment, refrigerant handling, disposal, and incidental services necessary to perform the awarded work unless expressly identified as Government-furnished.

1.2 Purpose

The purpose of this requirement is to:

1. Restore reliable heating and cooling to the Public Use Building by replacing its existing non-functioning HVAC unit;

2. Inspect, maintain, test, and diagnose the Headquarters Building HVAC system to determine the causes of existing performance deficiencies; and

3. If exercised by the Contracting Officer, repair or replace deficient Headquarters HVAC components necessary to improve or restore system operation.

1.3 Existing Systems

1.3.1 Public Use Building

The Public Use Building is an approximately 20-foot by 60-foot, single-story modular office building containing five offices, one common space, and two bathrooms. See Figure 1.

The existing HVAC equipment is a BARD WH361-A15EX4XXE outdoor wall-mounted heating and cooling unit. See Figure 2.

The existing unit is approximately 20 years old, is non-functioning, and has been determined to be unrepairable.

The existing wall control is located in the building hallway.

Manufacturer and model information is provided to identify the existing equipment and installation configuration.

The replacement shall match the capacity and essential operating characteristics of the existing equipment as shown in the figures or be the current equivalent replacement suitable for the existing application.

1.3.2 Headquarters Building

The Headquarters Building is a three-story building served by a Mitsubishi PURY-P234RGMU-A commercial outdoor heating/cooling heat pump associated with a CITY MULTI Variable Refrigerant Flow (VRF) R2-Series system. See Figures 3 and 4.

The outdoor HVAC equipment is a dual system. Based on current observations, at least one of the outdoor units appears to be non-functioning. Task 2 will determine the condition of the system and the repairs or replacements necessary.

The Headquarters Building contains approximately eight wall-mounted indoor units and 18 ceiling-mounted cassette-type indoor units. See Figures 5 and 6.

The system control unit is located in the room referred to as the Server Room on the second floor.

The HVAC system is not functioning properly. Some wall-mounted and cassette units are not providing adequate heating or cooling. Temperature regulation on the first and second floors is poor, while heating and cooling on portions of the third floor generally performs better.

The existing manufacturer and model information identifies the system to be serviced and establishes compatibility requirements for repair and replacement components.

2. BASE TASK 1 - PUBLIC USE BUILDING HVAC REPLACEMENT SERVICES

2.1 Required Services

The Contractor shall remove the existing non-functioning BARD WH361-A15EX4XXE wall-mounted HVAC unit and furnish and install a new commercial HVAC system suitable for the existing Public Use Building.

The replacement equipment shall:

4. Be new and unused;

5. Be suitable for the existing outdoor wall-mounted installation;

6. Match the capacity and essential operating characteristics of the existing BARD WH361-A15EX4XXE unit as shown in the figures, or be the current equivalent replacement suitable for the existing application;

7. Be compatible with the building's existing electrical service and available electrical capacity;

8. Be compatible with the existing installation configuration or include the incidental modifications necessary for complete installation;

9. Include controls necessary for normal operation;

10. Be installed in accordance with manufacturer requirements and applicable Federal, State, and local requirements; and

11. Be fully operational upon completion.

2.2 Existing Components

Existing electrical wiring, controls, piping, ductwork, mounting components, and other existing components may be reused when they are compatible with the replacement equipment, serviceable, safe, and suitable for continued use.

If the Contractor identifies an existing condition requiring work outside the awarded scope, the Contractor shall notify the Contracting Officer before performing the additional work.

The Contractor shall not perform additional work or incur additional costs on behalf of the Government without written authorization from the Contracting Officer.

2.3 Removal, Refrigerant Recovery, and Disposal

The Contractor shall disconnect and remove the existing HVAC unit and associated components that must be removed to complete the replacement.

The Contractor shall properly recover and handle refrigerant and legally dispose of or recycle removed equipment, refrigerant, materials, and Contractor-generated debris in accordance with applicable requirements.

2.4 Testing and Commissioning

Following installation, the Contractor shall start, test, and demonstrate operation of the replacement HVAC system.

Testing shall demonstrate, at minimum:

12. Heating operation;

13. Cooling operation;

14. Thermostat/control operation;

15. Proper airflow;

16. Absence of observable refrigerant leaks;

17. Proper electrical operation; and

18. Normal operation without abnormal alarms or fault indications.

The Contractor shall correct deficiencies attributable to its work before requesting Government acceptance.

2.5 Task 1 Deliverables

19. Installed and fully operational replacement HVAC equipment;

20. Manufacturer and model information for installed equipment;

21. Manufacturer operating and maintenance information customarily furnished with the equipment;

22. Applicable manufacturer and Contractor commercial warranty information; and

23. Documentation of completed operational testing.

3. BASE TASK 2 - HEADQUARTERS HVAC INSPECTION, MAINTENANCE, TESTING,

TROUBLESHOOTING, AND DIAGNOSTIC SERVICES

3.1 Required Services

The Contractor shall inspect, maintain, clean, troubleshoot, and test the existing Headquarters HVAC system to determine its overall condition, identify deficiencies, and recommend corrective actions necessary to improve or restore proper operation.

The services shall include the Mitsubishi PURY-P234RGMU-A outdoor system, including both units comprising the dual outdoor system, approximately eight wall-mounted indoor units, approximately 18 cassette-type indoor units, system controls, refrigerant system components, HVAC electrical connections, and other accessible components necessary to evaluate system operation.

3.2 Inspection and Preventive Maintenance

The Contractor shall perform, as applicable to the installed equipment:

24. General operational inspection;

25. Visual inspection of outdoor and indoor HVAC equipment;

26. Inspection of accessible refrigerant piping and connections for indications of leakage;

27. Cleaning of equipment and accessible condenser coils as appropriate;

28. Inspection and replacement of normal disposable filters when necessary as part of routine preventive maintenance;

29. Inspection of belts, if applicable, and replacement when considered normal preventive maintenance;

30. Operational testing of indoor units;

31. Operational testing of both units comprising the outdoor system;

32. Testing of system controls and control circuits;

33. Review of active fault/error codes and system alarms;

34. Inspection of accessible motors, starters, electrical connections, and associated HVAC electrical components;

35. Testing sufficient to identify non-functioning or improperly functioning equipment; and

36. Other customary diagnostic procedures reasonably necessary to determine the condition of the existing system.

Routine consumable materials normally associated with the required inspection and preventive maintenance shall be included in the Contractor's firm-fixed price. Task 2 does not authorize major repairs or replacement of major HVAC components.

3.3 Diagnostic Report

Following completion of Task 2, the Contractor shall provide a written diagnostic report identifying:

37. Significant deficiencies identified;

38. Affected equipment/component and location;

39. Observed condition or fault;

40. Recommended corrective action;

41. Whether repair or replacement is recommended;

42. Recommended priority based on operational importance;

43. Parts or equipment anticipated to be required;

44. Any identified immediate safety concern;

45. Any condition that could result in additional system damage if operation continues; and

46. Whether the recommended corrective action falls within Option 1001 or Option 1002.

The Contractor shall clearly distinguish between work already completed under Task 2 and additional work recommended under Task 3. A recommendation in the diagnostic report does not authorize additional work.

4. OPTION TASK 3 - HEADQUARTERS HVAC REPAIR AND REPLACEMENT SERVICES

Task 3 consists of two separately priced and separately exercisable firm-fixed-price options. The Government does not guarantee that either option will be exercised. Only the Contracting Officer may exercise an option.

Because proper operation of the outdoor/system equipment may be necessary before deficiencies with individual indoor units can be fully addressed, the Government anticipates that Option 1001, if required, would generally be performed before Option 1002.

4.1 OPTION 1001 - OUTDOOR/SYSTEM HVAC REPAIR AND REPLACEMENT SERVICES

If exercised, the Contractor shall perform the repair or replacement services necessary to restore one deficient outdoor unit of the existing dual Headquarters HVAC system to proper operation, based on the findings of Task 2.

The option establishes a maximum scope of one outdoor unit. The Contractor shall include in its firm-fixed option price the repair of that unit or, when repair is not commercially reasonable or cannot restore proper operation, replacement with a compatible current-equivalent outdoor unit suitable for integration with the existing CITY MULTI VRF R2-Series system.

Services may include repair or replacement of deficient components of that outdoor unit and associated system-level components necessary to restore operation, including outdoor-unit controls or control boards, centralized system controls directly affected by the repair, refrigerant-system components, accessible refrigerant leaks and associated components, valves, sensors, fan components, and HVAC electrical/control components.

The firm-fixed option price shall include all labor, supervision, parts, replacement equipment, materials, supplies, refrigerant recovery/recharge associated with the work, programming/configuration, testing, removal and disposal of replaced components, cleanup, and incidental services necessary to restore the authorized outdoor unit to proper operation.

This option does not authorize replacement of both outdoor units. Any requirement to replace or substantially repair the second outdoor unit is outside the maximum scope of Option 1001 unless separately authorized through an appropriate contractual action.

4.2 OPTION 1002 - INDOOR HVAC REPAIR AND REPLACEMENT SERVICES

If exercised, the Contractor shall perform the repair or replacement services necessary to restore deficient Headquarters Building indoor HVAC units identified during Task 2 to proper operation. For pricing and maximum-scope purposes, this option covers up to all existing indoor units identified in this SOW: approximately eight wall-mounted units and 18 ceiling-mounted cassette-type units, for a maximum of 26 indoor units.

Services may include repair or replacement of deficient wall-mounted units, ceiling-mounted cassette units, indoor-unit control boards, thermostats and local controllers, sensors, fan/blower motors and associated components, condensate pumps and associated components, and other components integral to operation of the affected indoor HVAC units.

The Contractor's firm-fixed option price shall include all labor, supervision, replacement equipment, parts, materials, supplies, refrigerant handling associated with the work, controls/configuration, testing, removal and disposal of replaced components, cleanup, and incidental services necessary to restore the affected indoor units to proper operation, up to the stated maximum scope.

The Government may exercise this option only after review of the Task 2 diagnostic findings. Exercise of the option authorizes only work within the stated maximum scope and identified by the Contracting Officer in the written option exercise.

4.3 Exercise of Task 3 Options

Following completion of Task 2, the Government will review the diagnostic findings and determine whether the identified repairs fall within the scope of Option 1001 and/or Option 1002. The Government may exercise either option, both options, or neither option. The Government's decision will consider the diagnostic findings, Government need, operational priorities, available funding, and the terms of the purchase order.

Exercise of an option will be made only through written contractual action by the Contracting Officer. The Contractor shall not begin Task 3 work based on discussions, recommendations, emails, or direction from the COR, Technical Coordinator, or other Government personnel.

4.4 Task 3 Performance Requirements

47. Perform only the work authorized by the Contracting Officer and within the scope of the applicable option;

48. Furnish new replacement components unless otherwise authorized;

49. Ensure replacement equipment and components are compatible with the existing system;

50. Perform work in accordance with applicable manufacturer requirements;

51. Properly handle and recover refrigerant when applicable;

52. Test affected equipment following repair/replacement;

53. Complete necessary programming, configuration, or system setup associated with the repair;

54. Correct deficiencies attributable to Contractor performance; and

55. Remove replaced components and Contractor-generated debris unless otherwise directed by the Government.

Quoters with no relevant past performance will be evaluated neutrally.

(End of addendum)

52.212-2 Evaluation-Commercial Products and Commercial Services (DEVIATION MAR 2026)

(b) The Government may consider information contained in the quotation and other reasonably available information when conducting the comparative evaluation and determining responsibility. The Government may seek clarifications or request additional information when necessary under the streamlined procedures of RFO FAR Part 12.

(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is an offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.
