About this opportunity
The U.S. Fish and Wildlife Service is seeking a hydrogeological assessment of the Grandma Tract Well at the Modoc National Wildlife Refuge near Alturas, California, to determine necessary repairs and provide a reliable irrigation water source during dry seasons. The well has experienced significant maintenance issues including a sheared driveshaft, motor and pump replacements, and well casing repairs. The procurement requires contractors to conduct a comprehensive well investigation and provide a detailed report with findings, recommendations, and associated repair costs, with an optional component to execute the actual repairs. Award will be made to the responsible vendor submitting the lowest-priced, technically acceptable quote, with technical acceptability requiring demonstrated experience in well investigations and repair assessments along with good past performance standing. Solicitation questions are due by August 18, 2024, with quotes due by 12:00 PM Pacific Time on August 25, 2024.
This procurement is designated as a total small business set-aside under NAICS code 237110 (Water and Sewer Line and Related Structures Construction) with a size standard of $39.5 million. No incumbent contractors or current service providers are identified in the solicitation materials. While specific contract values are not disclosed, the scope suggests a substantial investment given the complexity of well assessment and potential repair work required. The anticipated period of performance is approximately 150 days from the Notice to Proceed for the initial assessment phase, with an optional 60-day period to execute repairs following completion of the investigation report. All work will be performed at the Modoc National Wildlife Refuge in California, and contractors must be registered in the System for Award Management (SAM) and include their UEI code with their submissions.
