Significant work items include over 2,200 square yards of asphalt removal, 2,500 square yards of revetment installation, 3 miles of roadway reconditioning, 7,700 square yards of asphalt patching, 100 linear feet of culvert installation, and 2,100 linear feet of sidewalk construction. THIS IS NOT A REQUEST FOR BID – PLANS AND SPECIFICATIONS ARE NOT AVAILABLE.

THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT  INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs.  Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn:  Laura Vallejos) for receipt by close of business (2 p.m. local Denver time) on March 28, 2024: 

(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;

(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;

(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $10 million, and your firm’s aggregate bonding capacity; and

(4) Provide a list of road construction projects of equal or greater value and scope to the CA ERFO NP DEVA 2023-3(2) Repairs and Armoring project in which you performed removal of asphalt, revet mattress construction, roadway reconditioning, asphalt concrete pavement patching, installation of 24-inch pipe culvert, and construction of asphalt sidewalk.  DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK.

The size of a small business firm includes all parents, subsidiaries, affiliates, etc.  Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status.  All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/

Project Details: CA ERFO NP DEVA 2023 – 3(2)REPAIRS AND ARMORING

The project is located in Death Valley National Park in Inyo County. Death Valley National Park sustained significant roadway damage park wide due to historic rainfall from Hurricane Hillary. The base schedule consists of pavement patching and armoring on multiple routes, removing and replacing asphalt on harmony borax trail, and roadway reconditioning and placing new culverts on West Side Road. Option X consists of pavement patching and armoring on Emigrant Canyon Road from MP 0.0 to MP 8.0.

SCOPE OF THE WORK: This project consists of pavement patching, roadway reconditioning, armoring, sign installation and replacement, and installing new gates on multiple routes throughout the park.Armoring consists of paved shoulders, gabion walls, revet mattresses and a combination of revet mattresses with concrete barrier.

The desert tortoise is present along some routes at elevations higher than 2,000 feet. Biological and Archeological monitors will be required for the duration of the project. The contractor will be allowed to set up stand tanks at three locations within the park to collect water. There are limitations to the quantity of water that can be pulled from each source per day.

            Concrete Barrier – 550 LNFT

It is anticipated this project will be advertised in April 2024, with a contract award date in May 2024 and construction anticipated from June 2024 to February 2025.

The estimated price range of the project work is between $5,000,000.and $10,000,000.
