About this opportunity

The U.S. Fish and Wildlife Service has published a special notice announcing its intent to award a sole-source, firm-fixed-price purchase order to Conservation Logic LLC for data review, statistical analyses, and report/manuscript writing services related to SARP (Sustainable Aquatic Resources Program). This procurement is being conducted under the simplified acquisition threshold and falls under FAR subpart 13.106-1(b)(1), which permits sole-source awards when only one responsible source can satisfy agency requirements. All responses must include the firm's Unique Entity ID (UEI) number and business size designation, and must provide clear and convincing evidence that competition would be advantageous to the government. While this is not a competitive procurement request, the agency will consider all submissions to determine whether to proceed with a competitive acquisition process. Any firm may participate in this opportunity regardless of size or set-aside status, though the government will only modify its sole-source award decision if compelling evidence of competitive benefit is presented. The special notice will be distributed exclusively through SAM.gov, requiring interested contractors to actively monitor that platform for updates and additional procurement details.
