About this opportunity

The Department of the Air Force Headquarters Secretary of the Air Force (SAF/OC/CDM) is seeking contracted support to develop the Cohesive Cloud Environment (C3E), an enterprise-class, multi-cloud platform designed to enable swift deployment of secure operational mission capabilities. The requirement focuses on creating multi-domain application hosting, development, collaboration, and cybersecurity solutions that will support mission data discovery and access across multiple classification levels. The project aims to enhance the Air Force's ability to predict, detect, and respond to threats from U.S. adversaries through advanced cloud infrastructure. This Request for Information (RFI) is seeking white paper responses up to 3 pages, due by April 14, 2025, at 1700 EST, with submissions to be made via email to specified Air Force contacts. The government plans to host a virtual Industry Day in late April 2025 and will post questions and answers on SAM.gov, targeting contractors with expertise in mission-critical cloud and collaboration technology development.

The procurement is not set aside for any specific business category and will be a single-award contract requiring contractors with TS/SCI eligible personnel who can work in government facilities. The contract is structured with a one-year base period and four one-year option periods, with all work to be performed in contractor facilities. Current work is partially completed by AWS Professional Services (ProServ), and the government is considering multiple acquisition approaches, including potentially using ProServ to develop the JWICS baseline. The scope will encompass supporting information at classification levels from Unclassified to Top Secret/Sensitive Compartmented Information, with a focus on creating multi-cloud infrastructure, containerized application environments, and advanced data management services. While specific award values are not disclosed, the contract will require robust technical capabilities including automated workflows, continuous security enhancement, and integration of artificial intelligence and machine learning capabilities to improve cybersecurity and operational effectiveness.
