Is there an incumbent currently performing the same or similar work currently? If so, can a contract number be provided?

C3E is a new requirement; no incumbent or previous contract number exists. LOE 1 is a NIPR baseline developed by ProServ, an AWS entity. That effort has closed out and is now in need of sustainment (LOE 2). The acquisition strategy is considering (1) using ProServ to develop the JWICS baseline (LOE 3) or (2) not using ProServ and including LOE 3 in the overall requirements of the C3E effort (i.e. the awarded vendor for C3E will develop the JWICS baseline).

The RFI references "ProServ" having delivered a C3E NIPR baseline among other things --> Is "ProServ" a current vendor or a solution?

Reference Question 1

In light of the recent Memo on CSO / OT .. has the discussion about using SAF/CDMs CSO (FA7146-21-S-C-0001) been had as of yet or is still TBD?

Still TBD, the acquisition team is considering all options for the acquisition strategy.

Does the government have an estimate of how many tenants or applications it may host on NIPR and JWICS?

Not at this time. A review of mission requirements is being conducted.

When the government refers to “ProServ”, does this refer to AWS Professional Services?

Yes. Reference Question 1

The language of LOE 1 and LOE 3 is unclear. Will the government clarify which services described in LOE 1 currently exist, which services ProServ is expected to deliver, and which services the awardee is expected to deliver?

LOE 1 is a NIPR baseline built by ProServ and currently exists. The awardee is expected to sustain that baseline in LOE 2. As part of LOE 2, the awardee will also be responsible for any additional development to the NIPR baseline while in sustainment. LOE 3 does not exist yet. It is similar to the NIPR baseline in LOE 1, but on JWICS.

The intent is to use LOE 1 as the framework to build LOE 3. The acquisition strategy is still considering if ProServ will develop LOE 3 or if the awardee will also be responsible for the development of

LOE 3.

Question 6 reads: “The current acquisition strategy is to utilize the developer of LOE 1 for the development of LOE 3. Are there any compelling reasons for adding the development of a JWICS baseline (LOE 3) to this requirement (i.e. not just sustainment of LOE 2 and LOE 4, but also include development of LOE 3)?” Is the government asking if this should be a single or multiple award?

No. This will be a single award. The Government is trying to determine if a vendor responsible for sustainment (LOE 2 and LOE 4) could also potentially develop (LOE 3). The Government did not want to assume one vendor could do both sustainment and development and used Question 6 in the RFI to gather market research to better understand vendor capabilities.

Paragraph 2.0 says that C3E needs to include information at the "U, S/SAR, TS/SCI/SAR classification level." Will respondents require a SAP cleared facility and/or SAP eligible personnel to perform some of the work?

No, vendors do not need a SAP cleared facility or SAP cleared personnel. Contracted work is expected in Government facilities.

Contractors will need TS/SCI eligible personnel.

Is this to manage an existing AWS environment? Or are you looking for a new cloud environment?
