The Department of Veterans Affairs Office of Construction and Facilities Management is seeking Architect/Engineer (A/E) qualifications for a comprehensive Facility Condition Assessment (FCA) of Veterans Integrated Services Network 7 (VISN 7). The project requires a multi-disciplinary team to conduct visual inspections, interviews, and research across multiple VA Medical Centers and Veterans Benefits Administration Regional Offices in Georgia, Alabama, and South Carolina. The assessment aims to evaluate the technical and physical conditions of approximately 235 buildings totaling 9,108,017 gross square feet, with the contractor required to grade building conditions and develop correction cost estimates. Evaluation criteria will focus on specialized experience, professional qualifications, schedule capacity, past performance, geographical knowledge, and use of veteran-owned businesses. Qualified firms must submit electronic SF330 qualification packages by March 31, 2025, at 3:00 PM ET, with the top three most qualified firms being considered for further discussions.

The solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS Code 541330 for engineering services. Romanyk Consulting Corporation was the previous FCA awardee in FY 2020, and the current procurement will result in a firm fixed-price contract. The period of performance is 360 calendar days after Notice to Proceed, with the project covering facilities in Atlanta, Augusta, Birmingham, Charleston, Columbia, Dublin, Montgomery, Tuskegee, and Tuscaloosa. The required field team must include professionals such as an architect, electrical, mechanical, structural, and elevator engineers, and a cost estimator. Each facility will be assessed using a grading system from A to F, with special emphasis on developing a Top-Ten priority list and conducting seismic assessments in moderate to high seismicity areas using FEMA and ASCE standards.

2) Make the following changes to the Request for SF330s:

a) Revise paragraph E.1. to extend recent projects to within seven (7) years,

b) Correct paragraph E.2. to add Licensed to the Structural Engineer requirement and Qualified Elevator Inspector (QEI) certification to the Elevator/Transport Specialist requirement,

c) Extend the submission due date to March 31, 2025 at paragraph H.2., and

d) Revise paragraph H.3.d. to allow for a smaller font for illustrations, tables, and graphics.

The Department of Veterans Affairs (VA) Office of Construction and Facilities Management (CFM) Central Region is issuing this public announcement requesting Architect/Engineer (A/E) Qualifications (SF330s) (Reference 36C10F25R0020). This is not a request for fee proposal. This Request for SF330s is for A/E services for a Facility Condition Assessment (FCA) for Veterans Integrated Services Network 7 (VISN 7). An FCA is a tool used to obtain essential data through visual inspection of the technical and physical conditions of a VA Medical Center (VAMC) facility. FCAs are in place for all VAMC locations and are updated every three years. PROJECT DESCRIPTION: The contractor shall perform an independent facility condition assessment. The assessment will consist of tours, interviews, inspections, and research at each of the following VA Medical Centers and Veterans Benefits Administration (VBA) Regional Offices with the purpose of preparing a Facility Condition Assessment for VISN 7 and the VBA Regional Offices contained herein. Presently, the FCA database for VISN 7 contains approximately 9,108,017 gross square feet. This assessment includes approximately 235 buildings. Some variation of the detailed building lists within the square footage and number of buildings may be encountered during the site assessment that may deviate up to 5% and shall be included in the assessment.
