About this file

This document contains Responses to Request for Information (RFI) for the VISN 7 Facility Condition Assessment (FCA) solicitation. The opportunity is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) issued by the Department of Veterans Affairs Office of Construction and Facilities Management. The solicitation seeks an Architect/Engineer (A/E) firm to conduct a comprehensive facility condition assessment across multiple VA Medical Centers and Veterans Benefits Administration Regional Offices in VISN 7, covering approximately 9,108,017 gross square feet and 235 buildings located in Georgia, Alabama, and South Carolina.

Key RFI responses clarify critical details about the procurement, including that there is no current incumbent (though Romanyk Consulting Corporation was the previous FCA awardee in FY 2020), only SBA-certified SDVOSBs are eligible to compete, and potential offerors will only receive full solicitation documents after initial SF330 qualifications are evaluated. The assessment will involve site tours, interviews, inspections, and research to prepare a detailed facility condition assessment, with the government noting potential building list variations up to 5%. The solicitation number is 36C10F25R0020, and the RFI responses indicate amendments will be forthcoming regarding page count requirements and past performance submission guidelines.

Responses to RFIs for

Request for SF330s (Qualifications) for VISN 7 FCA

1. Does the Agency have an incumbent for this requirement? If so, could you please provide the contractor's name and contract number?

A: There is no incumbent for this requirement.

2. Can you confirm whether a small business but not a veteran-owned business would be eligible to pursue this opportunity as a prime contractor as well?

A: As a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), firms not certified by the Small Business Administration (SBA) as an SDVOSB are ineligible for award of this requirement and any submission would not be evaluated. Please refer to paragraph G. Eligibility Requirements in the subject Request for SF330.

3. Who was the previous FCA awardee?

A: The previous FCA awardee (FY 2020) was Romanyk Consulting Corporation.

4. Can you provide copies of the attachments listed in the SOW?

A: As noted in the Request for SF330s paragraphs F.2. and F.3., once the SF330 evaluations are complete, only the highest rated firm will be selected to receive the solicitation and SOW attachments and be invited to engage in negotiations.

5. You mention PPQs if CPARS is not available. We would like to submit existing PPQs and not try to get CFM PPQs given the turmoil going with that.

A: PPQs are not requested under the Past Performance criterion. The criterion states, “Describe past performance on contracts/task orders with Government agencies and private industry in terms of quality of work, compliance with performance schedules, and management. Each firm’s past performance narrative shall include, but need not be limited to, performance for projects submitted under Criterion 1. Submit client references (name, number, and email) for those projects listed in Criterion 1.” Please see the Request for SF 330s paragraph E.4. However, the notice will be amended to allow for submission of previously completed PPQs if client contact information is included and current.

6. Page Count. We can handle streamlined SF 330s but if you could exclude Part IIs as well then that would help a lot.

A: Concur. An amendment to the notice will be posted on sam.gov to reflect this change.
