About this file
This document contains Responses to Requests for Information (RFIs) for a Facility Condition Assessment (FCA) solicitation for VISN 7, issued by the Department of Veterans Affairs Office of Construction and Facilities Management. The opportunity is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), specifically seeking Architect/Engineer (A/E) qualifications through SF330 submissions for assessing approximately 235 buildings across multiple VA Medical Centers and Veterans Benefits Administration Regional Offices in the southeastern United States, totaling approximately 9,108,017 gross square feet.
Key details include a submission deadline of March 31, 2025, with notable RFI responses addressing eligibility, past performance requirements, and project specifics. The previous FCA awardee was Romanyk Consulting Corporation. Significant amendments were made, including extending the past performance project range to 7 years, excluding SF330 Part II from page count, and adding a Qualified Elevator Inspector (QEI) certification requirement for the Elevator/Transport Specialist. Only the highest-rated firm will be selected to receive the full solicitation and Statement of Work attachments, with an invitation to subsequent negotiations.

Responses to RFIs for
Request for SF330s (Qualifications) for VISN 7 FCA
AMD 2 - Additional Inquiries and Responses in Red
1. Does the Agency have an incumbent for this requirement? If so, could you please provide the contractor's name and contract number?
A: There is no incumbent for this requirement.
2. Can you confirm whether a small business but not a veteran-owned business would be eligible to pursue this opportunity as a prime contractor as well?
A: As a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), firms not certified by the Small Business Administration (SBA) as an SDVOSB are ineligible for award of this requirement and any submission would not be evaluated. Please refer to paragraph G. Eligibility Requirements in the subject Request for SF330.
3. Who was the previous FCA awardee?
A: The previous FCA awardee (FY 2020) was Romanyk Consulting Corporation.
4. Can you provide copies of the attachments listed in the SOW?
A: As noted in the Request for SF330s paragraphs F.2. and F.3., once the SF330 evaluations are complete, only the highest rated firm will be selected to receive the solicitation and SOW attachments and be invited to engage in negotiations.
5. You mention PPQs if CPARS is not available. We would like to submit existing PPQs and not try to get CFM PPQs given the turmoil going with that.
A: PPQs are not requested under the Past Performance criterion. The criterion states, “Describe past performance on contracts/task orders with Government agencies and private industry in terms of quality of work, compliance with performance schedules, and management. Each firm’s past performance narrative shall include, but need not be limited to, performance for projects submitted under Criterion 1. Submit client references (name, number, and email) for those projects listed in Criterion 1.” Please see the Request for SF 330s paragraph E.4. However, the notice will be amended to allow for submission of previously completed PPQs if client contact information is included and current.
6. Please exclude SF330 Part II from the page count.
A: Concur. An amendment to the notice will be posted on sam.gov to reflect this change.
7. Would you consider extending the submission date by one week?
A: Concur. The submission due date will be extended via amendment to March 31, 2025.
8. On page 4 of 7 Schedule and Capacity you ask for a list of current projects being performed by the office. This could be a large number and take up many pages.
Is it possible to limit this requirement to VISN 7 region specifically. Also does this include subcontractors?
A: Paragraph E.3, Schedule and Capacity, requires the narrative to include the prime and subcontractors’ capacity to accomplish work in the required time. The additional items at subparagraphs a. through d. are for the prime contractor only and shall not be limited to the VISN 7 region specifically.
9. Request past performance range for projects be extended to the past 7 years rather than 5 years. As you know, FCA projects were cancelled or put on hold last year FY 23 and 24 by OCFM and the VISNS so many FCA work was completed more than 5 years.
A: Concur. An amendment will be posted to reflect the revision.
10. Can you provide more clarification about the requirements of the Elevator/Transport Specialist, with a desired 5 years of experience? Any particular certification?
A: An amendment will be posted to add a Qualified Elevator Inspector (QEI) certification requirement for the Elevator/Transport Specialist.
