About this opportunity
The Department of Veterans Affairs, specifically Network Contracting Office (NCO) 7, has issued a Special Notice of Intent to Sole Source a contract for construction period services (CPS) related to elevator deficiencies at the Joseph Maxwell Cleland Atlanta VA Medical Center. The notice indicates the VA intends to award a firm-fixed-price contract to Apogee Consulting Group as the architect-engineer designer of record (DOR) for post-award activities associated with an ongoing construction project. The design contract for this project is already 100% complete, but additional engineering services are required as construction continues through July 3, 2025. The contract will be awarded under Federal Acquisition Regulations Subpart 6.302-1, which allows for sole source procurement when only one responsible source can satisfy agency requirements. The project is categorized under NAICS code 541330 (Engineering Services) with a size standard of $25.5M.
The primary objective of this Special Notice is to inform the market of the VA's intent to sole source the contract and potentially receive alternative capability statements from other qualified firms. Interested contractors registered in the System for Award Management (SAM) may submit a written capability statement by January 17, 2025, at 3:00 PM EST explaining how they could effectively operate in the same project footprint as the current AE contractor. The VA will conduct market research using these responses to determine whether to develop an alternative procurement approach, though no solicitation will be issued and no reimbursement will be provided for responses. Potential contractors must demonstrate comprehensive working knowledge of all potential design and construction issues and be prepared to assume associated liabilities. The required services include construction submittal reviews, responding to contractor Requests for Information, executing potential design changes, and attending site visits and construction meetings to ensure the original design intent is properly executed. The VA retains sole discretion in evaluating any submitted responses and determining the procurement strategy.
