About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA VHA) Veterans Integrated Service Network 19 is seeking architect and engineering (A/E) services for medical facilities through a Multiple Award Task Order Contract (MATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contract will cover comprehensive A/E services including project site investigations, detailed designs for maintenance, repair, alteration, and new construction projects, and construction management across medical facilities in Colorado, Wyoming, Montana, Utah, and Oklahoma. Required services encompass Title I and Title II A/E services, involving field surveys, feasibility studies, technical investigations, design document preparation, cost estimating, and construction progress monitoring. Contractors must demonstrate capabilities in multi-disciplinary planning for institutional and commercial facilities, and comply with extensive VA, local, state, and national standards including UFC, NFPA, OSHA, and other industry regulations. The pre-solicitation notice indicates responses are due by March 5, 2025, with contractors expected to provide comprehensive capability statements and design expertise specific to healthcare facility environments.
The opportunity is specifically set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 541330 for Engineering Services. While specific award values are not explicitly stated, the contract will involve multiple task orders for design and construction management services across eight geographical locations within VISN-19's service region. Cost estimations must be based on RS Means or contracting officer-approved equivalents, with designers required to provide recommended construction performance periods considering factors like equipment lead times, local market conditions, and resource availability. The contract will support VA medical centers' ongoing maintenance, renovation, and potential expansion projects, with an emphasis on minimizing operational disruptions during construction. Contractors will be expected to produce detailed design documents, conduct comprehensive site investigations, and provide technical expertise that ensures compliance with VA standards and facilitates efficient healthcare facility improvements.
