About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 10 is soliciting architect-engineer services to evaluate, design, specify equipment, and support replacement of multiple exhaust fans at the Richard L. Roudebush Veterans Affairs Medical Center in Indianapolis, Indiana, with SF330 responses due February 10, 2026 at 10:00 AM ET. This procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses.
Work is performed at 1481 West 10th Street, Indianapolis, Indiana 46202. The scope addresses both roof-mounted and interior exhaust fans that have reached end-of-service life and present ongoing maintenance and reliability concerns. Significant technical uncertainty exists regarding service areas, ductwork configuration, and overall system condition due to poorly documented building systems and limited as-built information. The fans serve non-critical and critical areas but do not support smoke control systems or critical clinical functions; minor temporary loss of exhaust service during replacement is acceptable with notification to affected parties.
Selection criteria emphasize professional qualifications, specialized HVAC experience including energy conservation and pollution prevention, capacity to meet project timelines, past performance on government and private contracts, geographical proximity to Indianapolis, and construction period inspection and administration capabilities. Firms must submit electronic SF330 packages to Contract Specialist Stacie Hill at stacie.hill@va.gov; physical copies are not accepted.
The contracting office is the Department of Veterans Affairs Network Contracting Office in Kettering, Ohio (45409-1337). NAICS code 541330; PSC code C1DA.

Minor and temporary loss of exhaust service during evaluation and replacement is acceptable with notification to the likely affected parties.
