About this opportunity
The Department of Veterans Affairs Veterans Health Administration is conducting market research for an Architect-Engineer (A-E) contract to modernize physical and electronic security systems at the Jonathan M. Wainwright Memorial VA Medical Center in Walla Walla, Washington, along with associated Community Based Outpatient Clinics in Union Gap, WA; La Grande, OR; and Boardman, OR. The project involves replacing end-of-life physical access control (PACS) and security surveillance (SSTV) systems, implementing a FIPS 201 compliant platform, integrating security systems, replacing lock cores and door hardware, and extending data infrastructure across the VAMC campus. The VA is seeking small business firms with NAICS code 541330 (Engineering Services) and a small business size standard of $25.5 million. This Sources Sought notice requires firms to submit detailed questionnaires including company information, business classifications, capabilities statements, estimated project timelines, and past performance data for up to three similar contracts completed within the past five years. Responses are due by October 24, 2025, at 12:00 PM Pacific Time via email to contract specialist Sangmi Kim.
The Sources Sought notice indicates no set-aside designation is currently specified, though the VA is particularly interested in various small business categories including HUBZone, 8(a), Women-Owned, and Service-Disabled Veteran-Owned Small Business enterprises. No incumbent contractors are identified in the documentation provided. The estimated construction cost for the project ranges between $5,000,000 and $10,000,000, with the design work structured around a 365-calendar-day design phase encompassing multiple submittal stages including Quality Assurance/Quality Control, Basis of Design, Schematic Design, Design Development, and Construction Documents. The project will be awarded by Network Contracting Office (NCO) 20 and requires comprehensive deliverables including 3D models, site investigations, security system heatmaps, and detailed technical documentation. This market research effort is solely for information gathering purposes and does not constitute a formal solicitation, with the VA emphasizing that participation does not guarantee future contracting opportunities.
