About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 (VA New England Healthcare System) has issued a Special Notice for a Sources Sought market research opportunity related to Architect and Engineering (A/E) services for the Harwood Research Center project in Providence, Rhode Island. The project involves perimeter security and site improvements with an estimated construction magnitude between $1,000,000 and $5,000,000. The contract is categorized under NAICS 541330 Engineering Services, which has a small business size standard of $25.5 million in average revenue. This Special Notice is specifically designed to help the contracting officer determine the appropriate socio-economic set-aside category for the future procurement. The notice emphasizes that it is not a formal request for qualification statements, but rather a tool to gather market intelligence about potential service providers.

Interested contractors are requested to submit a letter of interest by June 15, 2023, at 3:00 PM to Kathleen Mills via email. The submission should include the firm's name, Unique Entity Identifier (UEI) number, and socio-economic status, along with a narrative of relevant experience and the expected team composition. Contractors must outline their team's socio-economic categories and estimated work percentages, with a critical note that if the procurement is set aside for a specific small business category, 50% or more of the work must be performed by a similarly situated contractor or subcontractor. The government is seeking information about firms' capabilities, interest in the project, and capacity to perform the work. While no maximum page count is specified, responses should be concise and under 7MB. Depending on the market research results, the procurement may be set aside for specific small business categories like Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or may require a negotiated subcontracting plan to utilize small business concerns.

Introduction

Network Contracting Office 1 (NCO 1), supporting VA New England Healthcare System (VISN 1), is seeking potential sources for an upcoming requirement for Architect and Engineering Services as described in the attached statement of work. THIS NOTICE IS NOT A REQUEST FOR QUALIFICATION STATEMENTS (SF330). This notice is a market research tool and has not been set-aside for any small business category, but the notice is issued to determine appropriate set-aside categories. Responses to this notice, in conjunction with other Government market research resources, will be used by the contracting officer to determine the applicable socio-economic set-aside for the procurement.

Failure to respond to this notice will not impact consideration of architect and engineer firms (or joint ventures) which otherwise meet set-aside requirements and submit responses to the follow-up public announcement. Once the appropriate set-aside is determined, a separate public announcement requesting qualification statements (SF330s) will be publicized on Contract Opportunities in accordance with 40 U.S. Code § 1101 and FAR 36.601.
