About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration Veterans Integrated Service Network 7 has issued a Special Notice announcing its intent to sole source a firm-fixed-price contract to Toland Mizell Molnar LLC for construction period services. The contract is associated with Project No. 619-20-103, which involves correcting facility condition assessment (FCA) deficiencies in the Boiler Plant, Building 14 at the Central Alabama Veterans Health Care System in Montgomery, Alabama. The current design contract is 100% complete but lacks construction period services, necessitating this procurement. The contract will be awarded under Federal Acquisition Regulations (FAR) Subpart 6.302-1, which allows for sole source awards when only one responsible source can satisfy agency requirements. The period of performance is set at 915 calendar days after the Notice to Proceed.

The primary objective of this Special Notice is to secure engineering services for post-award activities related to the construction contract, with the intent of retaining the original design of record (DOR) throughout the project. Contractors interested in responding must be registered in the System for Award Management (SAM) and can submit a capability statement to Margaret.yeaton@va.gov by December 31, 2024, explaining how they could effectively operate in the same project environment. The required services include construction submittal reviews, responding to contractor Requests for Information (RFIs), executing potential design changes, and attending site visits and construction-related meetings. While this is predominantly a sole source procurement, the VA will consider any submitted capability statements as part of its market research to determine whether an alternative approach might be warranted. The contract falls under NAICS code 541330 (Engineering Services) with a size standard of $25.5 million, and no reimbursement will be provided to firms for developing responses to this notice.
