About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 7 (VA VISN 7) is seeking to procure construction period services (CPS) and engineering support for Project 619A4-23-104, which involves replacing generators for Buildings 5 and 90 at the Tuskegee VA Medical Center in Tuskegee, Alabama. The contractor will serve as the Architect-Engineer Designer of Record (DOR) to provide post-award activities associated with the construction contract, including construction submittal reviews, responses to contractor Requests for Information (RFIs), execution of design changes, and attendance at site visits and construction-related meetings. Key qualifications include working knowledge of potential construction issues and the ability to operate effectively within the same footprint as the primary A-E contractor. The contract will be awarded on a firm-fixed-price basis, with the primary evaluation criterion being the contractor's capability to provide comprehensive engineering oversight and ensure proper execution of the original design intent. The deadline for submitting capability statements was March 11, 2026, at 10:00 AM Eastern Time, and interested firms should direct inquiries to Contracting Officer Billie Hutto at Billie.Hutto@va.gov.

This opportunity is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSBC) set-aside, though it is being issued as a sole-source notice of intent to award to the incumbent firm, Apogee Consulting Group, P.A. The contract falls under NAICS code 541330 (Engineering Services) with a size standard of $25.5 million and PSC category C1DA (Architect and Engineering–Construction: Hospitals and Infirmaries). The performance period is 365 calendar days following the issuance of the Notice to Proceed, commencing after the design phase is complete. While the VA intends to award to the existing designer of record, any SAM-registered firm may submit a capability statement explaining how it could effectively and efficiently provide the required services alongside the primary A-E contractor. Prospective firms should note that they would assume liability for working knowledge of all design-related issues and would need to coordinate closely with the incumbent contractor throughout the construction period.
