About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify qualified sources for depot-level repair services of the C-5 Battery Control Electronics Module (BCEM), NSN 6130-01-535-7275UC, Part Number 716110-2. This component is a high-performance thermal line printer used in the C-5 aircraft's DataLink Communications subsystem to print messages, report logs, and uplink messages, with one unit installed per aircraft. Prospective contractors must demonstrate repair expertise, capabilities, and experience to meet qualification requirements, and must furnish all materials, support equipment, tools, test equipment, and services necessary to perform repairs. Respondents are required to provide documentation supporting their company's capabilities in general repair experience, commerciality, continuity of operations, cybersecurity, and ability to handle obsolete parts resolution, deficiency report investigations, and material improvement projects. The Government has established a response deadline of March 9, 2026, with responses to be submitted in writing with two physical copies to the designated program manager at Robins Air Force Base, Georgia.

This is a Request for Information (RFI) with no set-aside designation, and participation in this market research survey does not guarantee participation in future solicitations or contract awards. The incumbent contractor is Extant Aerospace (CAGE 22830), which currently performs these repair services under contract FA8538-22-D-0002 and is the original manufacturer of the BCEM. The Government has determined that technical data required for repair is not owned internally and is uneconomical to acquire through purchase or reverse engineering, making Extant Aerospace the known sole source for repairs since the system was fielded. No samples are available for potential suppliers to evaluate, and all replacement parts must equal or exceed the quality of original materials. Both large and small businesses are encouraged to respond, including through joint ventures or teaming arrangements, though the Government will not reimburse participants for any expenses associated with their participation in this market research initiative.
