About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is preparing to solicit repair services for C-5 Aileron Spoiler Mixer Tension Regulator components, with responses to the pre-solicitation due by October 1, 2026. The procurement is intended for sole-source award based on source approval requirements; qualification is mandatory, and only approved sources may bid.
The part is critical to aircraft safety—it maintains constant cable tension in the C-5 Galaxy control system regardless of temperature or structural deflection, and catastrophic failure could result in loss of control and loss of life. The Air Force cites unique engineering skills, specialized repair knowledge, and proprietary technical data held by qualified sources as essential to maintaining part quality. The cognizant government engineering activity is AFLCMC/WLSEAB (C-5 Galaxy Division) at Robins Air Force Base, Georgia.
Prospective bidders must meet stringent pre-qualification criteria: ISO 9001 certification or equivalent quality plan; detailed documentation of factory layout, machinery, fixtures, tooling, and test equipment; demonstrated experience repairing similar critical aircraft parts on large commercial or military transport aircraft with specific contract references; detailed overhaul process plans conforming to USAF manuals 9H2-4-184-3 and 9H2-4-189-3 with full traceability and material source documentation; performance of a minimum of 75 percent of repair work in-house; established sub-vendor qualification and quality assurance processes; and at least five commercial references with phone numbers. The Air Force will not qualify bidders with prior quality problems on similar items. Six tension regulator variants identified by National Stock Numbers ranging from 1680-00-013-8806 to 1680-00-449-2892 are in scope. Development of a Source Approval package is estimated at zero cost; no testing is required for qualification.
Notice text
The part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique engineering skills, and repair knowledge by the qualified source(s) require repair of the part by the approved source(s). The approved source(s) retain repair knowledge, or technical data that are not economically available to the government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant government engineering activity, AFLCMC/WLSEAB (C-5 Galaxy Division).
