Description
This solicitation will be a complete small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 336411, with a small business size standard of 1500 employees.
The contractor will be required to modify the C-21 aircraft avionics suite in accordance with all Federal Aviation Administration (FAA) mandated regulations, the Statement of Objective (SOO) and System Requirement Document (SRD) which will be located within the RFP posted on FBO under C-21AvionicsUpgrade and FA8106-16-R-0003, Attachment 2 and Attachment 3. The modification will be completed at the contractor's facility.
The C-21 is a commercial derivative aircraft acquired to support the Air Mobility Command (AMC) as an operational support aircraft (OSA) to provide airlift and aeromedical transport in both the CONUS and OCONUS locations. The program currently includes 19 C-21 aircraft at three continental United State (CONUS) locations and 2 outside continental United States (OCONUS) locations.
Duration of the contract period. The estimated basic period of performance for this acquisition will be approximately 12 months with three (3) approximately one-year options based on quantity ranges for full rate production. The basic period will include requirements for the contractor to perform the prototype installation with limited integration to obtain the required FAA Supplemental Type Certificates STC(s). The Type 1 training to include flight and maintenance familiarization will also occur during the basic period. The option periods will include requirements to perform full rate installation based on pre-determined quantity ranges for full rate production.
Contract Line Item Number. CLIN structure can be located within the RFP posted on FBO under C-21AvionicsUpgrade and FA8106-16-R-0003.
Technical data required in order for interested parties to respond to the solicitation will not be furnished as part of such solicitation. The Government made such data available to interested parties to obtain. Instructions for requesting/obtaining access can be found https://www.fedbizopps.gov under FA8106-16-R-0003 or C-21AvionicsUpgrade.

Please see the attached DRAFT documents for the subject acquisition. The documents include the DRAFT Request for Proposal and are posted to obtain industry feedback. Please provide any comments, questions, or concerns to the Contracting Officer at e-mail address: james.banks.12@us.af.mil by COB 23 February 2016. The Government will review all feedback received and will post any questions and answers on FBO at its earliest convenience.
Please note that a proposal is NOT requested at this time and will NOT be accepted. This request does NOT obligate the Government in any contractual award. Any information provided by industry to the Government as a result of this notice is strictly voluntary. NO entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses.

We are having an Industry Day on this requirement.
Industry Day will be held at the Mid Del Technology Center, Business & Industry Services Center located at 3921 S.E. 29th St., Del City, OK 73115 on 6 Oct 15 from 0800 to 1000. "One-on-One" Contractor/Government sessions are offered from 1100 to 1600, and on 7 Oct 15 from 0800 to 1200 if necessary. The "One-on-One" Contractor/Government sessions will be limited to one thirty minute session per company. During the main/morning session the government will provide briefing on requirements description and expectations. Requests for attendance and for "one-on-one" scheduling must be sent to the Contracting Officer (See below contact information).

All interested parties should send company and/or descriptive literature along with responses to the following items in Microsoft Office digital format. All questions and comments must be in writing, no telephone calls. All questions and/or comments shall be addressed via email to Steve Kimbrell (steven.kimbrell.1@us.af.mil) and James Banks (james.banks.12@us.af.mil) for disposition. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government.
