This Industry Day is for the government to provide information to interested parties and to receive feedback from interested parties to facilitate further market research. The Government will not incur cost for this event. The Government will not pay for information provided or for travel cost to attend this event. This is not a solicitation but a request for information/interest.

Any information and attendance request submitted by respondents to this Industry Day notification is strictly voluntary. This Industry Day notification does not constitute a Request for Proposal (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government's ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to this RFI.

The PCO is the person in possession of a Warrant to obligate Government funds and who can direct the Contractor. Serious consequences in the form of Ratification proceedings may result if an unauthorized person directs the contractor.

The Contractor performs work in accordance with the Performance Work Specification. Changes to the Contractor’s work effort in the form of requirements changes are presented to the C-21 Program Office. If the MAJCOM supports the requirements, funding is provided and the contract is amended to direct the changes to the work effort. The C-21 Program Office has demonstrated the ability to respond rapidly to customer needs, often within the same work day.

Technical Data Requirements Require all Type 1 Training materials and documentation Unlimited data rights - Permit reuse for future training Maintenance Manuals, T.O.s, and Flight Manuals Engineering Drawings (i.e. wiring, mechanical, structural, and interface) Software (source code, software design report) Sufficient to ensure competition at both prime & subcontract level throughout life-cycle Contract requirement: Government Purpose Rights Data rights clause for data deliverables Compliance: Ensure delivery and adequacy of data In-process reviews Validation/Verification of technical information with aircraft & simulators Verify distribution statements are IAW contract requirements

The PM shall address the data rights strategy including the rationale for acquisition and\or non-acquisition of data and data rights at ASPs and shall document the planning in the Acquisition Strategy and associated data planning documents. Source selections shall consider Government rights to data and include pricing options that correspond to the data and data rights recommended as part of the data strategy. PMs shall also ensure that computer software is acquired as executable code and source code unless documented and approved by MDA. When the contractor is unwilling to provide source code as a deliverable, the PM shall consider software escrow arrangements using mutually agreed to third-party escrow agents.
