1. Solicitation CLIN Descriptions X004 Simulator Data Package Please describe the "engineering data required for the modification of one aircraft simulator to the C-21 AUP configuration". For LRUs, will this require data or documentation in excess of what is normally commercially provided by a component vender, e.g. installation manual and operating manual? Will any software be required?
Answer: The simulator data package only includes the configuration documentation for the equipment being installed and include the integration/interface to the legacy equipment. No software is required.
2. Solicitation CLIN Descriptions X006 Type 1 Training Please verify that this CLIN is only applicable to Option Year 1 and no training will be required for any pilots or maintainers, including government test pilots, prior to delivery of the first aircraft.
Answer: Training for the Government test pilots and maintenance training for the home station of the prototype aircraft is required as part of the prototype effort (ref SOO para 5.9.1.1/5.9.2.1) and will be required prior to delivery of the first aircraft. This should be part of the prototype pricing.
3. Will commercial item purchase financing be available under FARs 12.210 and 32.2? If so, please provide details. May the contractor include terms, consistent with commercial practice, for contract financing payments in the proposal?
Answer: No, financing will not be available.
4. Other than the aircraft, what GFE will be provided? Industry Day response to questions stated that the APX 119 mode 5 control panel will be provided by the Government.
Answer: The APX 119 and control panel will not be provided GFE. Only the Applique will be GFE.
5. How is company testing and government acceptance (first article and production) to be completed for APX 119 mode 5 functionality? Will the government provide any GFE associated with these tests?
Answer: The intent is for the contractor to accomplish all testing for the transponder functionality. Any testing requiring use of the applique shall be supported by the Government.
6. The KIV-77 Common IFF Applique Crypto Computer will be necessary for the APX- 119 to fully function as intended. Are these units to be purchased and provided by the contractor as Unique Support Equipment under CLIN 0014? If so, the contractor may need a COMSEC account to manage these items.
Answer: The IFF Applique will be provided by the Government.
7. If the government has conducted market research and identified any commercial weather radar that meets the government's requirements, please identify this unit.
Answer: The Government only requires the weather radar to meet SRD requirements.
8. Does AS9110 certification meet the stated AS9100 requirement?
Answer: AS9110 will meet AS9100 requirements provided they are at least as stringent as the AS9100 requirements.
9. Reference: SRD 3.4.2.13 The FMS shall contain a stored navigation and terrain database having capacity for SID, STAR, Approaches, and NRS data points (MANDATORY) and SRD 3.4.2.23. The stored navigation database must provide the capacity for complete coverage for SID, STAR, Approaches, High/Low Airways, Navaids, IFR intersections, airports with IFR Approach, and Navigation Reference System data points in the worldwide database (MANDATORY). Does a Jeppesen Navigation Database meet requirements in Section 3.4.2.23 or will a DAFIF Database be required?
Answer: Yes, the Jeppesen Database will meet the requirements.
10. Reference: SRD 3.9 Communication Management Unit. AC 120-70C provides standards for datalink operations. One requirement is for a printer (“if company procedures require its use”). Does the USAF require a printer for FANS 1/A / Link 2000+ operations?
Answer: A printer is not specifically called out in the requirements. If the proposed solution meets AC 120-70C requirements then it is the bidder’s option to include a printer.
11. The CLIN listing in Solicitation FA8106-16-R-0003 pages 10-13 shows a requirement for IUID for each of the CLIN’s. Was it the intent of the government to include an IUID requirement for each CLIN?
Answer: IUID is required for CLINs X002, X007 and X015 in accordance with DFARS 252.211-7003 contained in the solicitation.
12. CDRL A005 in Solicitation FA8106-16-R-0003 is a monthly Contract Funds Status Report. In accordance with FAR part 12, this report is usually not required for Firm Fixed price contracts. Will the government consider removing this from the CDRLs?
Answer: A CFSR is required.
13. Does the IFF transponder require certification for ADS-B requirements IAW AC 20-165A/B?
Answer: Yes, the installation must be certified compliant with AC 20-165A/B.
14. How will the routine maintenance be handled while the aircraft are in production? Is this routine maintenance chargeable to the O&A CLIN X010?
Answer: The routine maintenance required for the aircraft shall be accomplished IAW the C-21 maintenance technical data. Routine maintenance required during production shall be included within the FFP for the prototype. The chargeable O&A maintenance applies to the non-routine maintenance items discovered during production and authorized by the ACO/PCO.
