1 SCOPE

This document contains the System Requirements for the C-21 Avionics Upgrade which encompasses 19 aircraft.

1.1 System Identification

This SRD establishes the system, functional, performance, and sustainment requirements for the C-21 Avionics Upgrade.

1.2 System Overview

The C-21 is a Learjet 35 commercial derivative aircraft acquired to provide worldwide, day or night, transportation of passengers, patients, cargo and pilot training. Aircraft were delivered to the Air Force from January 1984 – October 1986. Aircraft are stationed across 4 operating bases where maintenance is performed by CLS employees. All maintenance follows Air Force developed maintenance manuals. Contractor Operated Maintenance Base Supply is maintained at each operating base location and provides the necessary support/equipment required to maintain the C-21. Management and sustainment of the C-21 aircraft is managed by the program office located at Tinker AFB.

1.3 System Background

Several C-21 avionics systems and subsystems are currently facing obsolescence issues which will not allow the aircraft to meet the FAA, European and Air Force air space mandated requirements. Obsolescent equipment is predicted to start affecting the C-21 aircraft availability by 2020. The Avionics Upgrade approach is to address obsolescence by replacing the avionics suite in its entirety and ensure sustainability through the projected service life for any remaining avionics equipment. At a minimum, current capabilities of the aircraft will be maintained with the integration of the newer technology. Requirements listed in Section 3 describe the capabilities required for continued support of the training syllabus.

1.4 System Requirements Document Overview

Contained within the SRD are the applicable documentation, requirements, and verification which will be used for the Avionics Upgrade.

2 APPLICABLE DOCUMENTS

This section lists the number, title, revision, and date of all documents referenced herein. This section also identifies the source for documents not available through normal Government stocking activities.

2.1 Order of Precedence

This SRD does not require strict adherence to military specifications governing hardware, software, and testing program, technical data, handbooks or other practices associated with standard equipment design or acquisition except as otherwise noted. At no time will safety, quality, or performance of equipment be compromised or sacrificed. Particular attention will be devoted to items affecting personnel safety, structural integrity and safety of flight. The following documents will be used, where applicable, as general guides and criteria in the performance of requirements set forth in this document. The applicable issue of these documents, unless otherwise specified, is the version which is in effect on the date of this document. Federal Aviation Administration (FAA) certification requirements will take precedence over any specific military specifications and standards. If FAA certification requirements cannot be met in order to achieve the requirements of this SRD, the contractor will raise the conflict to both the USAF and the FAA for resolution.

2.2 General

Documents listed in this section are further specified in sections 3, 4, or 5 of this SRD. While every effort has been made to ensure the completeness of the listed documents, bidders are cautioned they shall meet the requirements cited in sections 3, 4, and 5 of this specification, whether or not they are listed below.

3 AIRCRAFT REQUIREMENTS

This section identifies the requirements for the C-21 Avionics Upgrade. Subsections are grouped by similar functionality or content. A requirement with MANDATORY at the end of the sentence is defined as the minimum acceptable threshold by the Air Force. A requirement with NON-MANDATORY following the sentence is defined as a desired objective. The threshold is equal to the objective in the case where no objective is listed.

3.1 Program Requirements

3.1.1 The C-21 aircraft shall maintain FAA certification following the Avionics Upgrade modification effort (MANDATORY).

3.1.2 The modified C-21 aircraft shall maintain current mission requirements (MANDATORY).

3.1.3 The modified C-21 shall provide for communication, navigation, and surveillance/air traffic management capability to allow flight operations at all times in all civil and military airspace NAS (MANDATORY).

3.2 System Requirements

3.2.1 The avionics suite shall use non-proprietary architecture and interfaces (MANDATORY).

3.2.2 The avionics suite shall consist of COTS items or DOD equipment (MANDATORY).

3.2.3 The modified aircraft shall maintain FAA certification for the installation and use of the avionics (MANDATORY).

3.2.4 All avionics shall be powered using the existing power system of the baseline aircraft (MANDATORY).

3.2.4.1 The selected avionics system suite shall not exceed the current power draw of the pre-modified installed equipment. (MANDATORY).

3.2.5 The integrated avionics system suite shall allow the aircraft to operate within the existing weight and balance limitations (MANDATORY).

3.2.6 The integrated avionics system suite shall fit within the size, weight, and power constraints of the C-21 aircraft (MANDATORY). This requirement does not apply to antennas.

3.2.7 All avionics shall be compatible with existing baseline aircraft capabilities (MANDATORY).

3.2.8 The avionics upgrade shall be installed per STC (MANDATORY).

3.3 Displays

3.3.1 Avionics displays shall be visible to the flight crew (see Appendix D) throughout the entire range of operational lighting conditions, from direct sunlight to darkness (MANDATORY).

3.3.2 The pilot's and copilot's displays shall be driven by separate sources to prevent a single point failure (MANDATORY).

3.3.3 In the event of a failure in one of the sources, as stated in 3.3.4, the other shall provide all information to both sets of displays (MANDATORY).

3.3.4 The modified C-21 aircraft shall provide the capability for crew members in the pilot and copilot seats the ability to independently control the formats of their respective displays (MANDATORY).

3.3.5 Pilot and co-pilot positions shall have the ability to independently control brightness of their respective displays (MANDATORY).

3.4 Navigation

3.4.1 TA-24 Global Positioning System

3.4.1.1 The modified C-21 aircraft shall include a COTS GPS that meets all the requirements for ADS-B and WAAS/LPV and M-code capability, to include latency when combined with other aircraft systems (MANDATORY).

3.4.1.2 GPS shall provide LNAV and VNAV while using WAAS/LPV capability during landing approaches (MANDATORY).

3.4.1.3 The modified C-21 aircraft shall include FAA SPS and DOD PPS (MANDATORY).

3.4.1.4 GPS shall have capability for switching between SPS and PPS mode during flight (MANDATORY).

3.4.1.5 GPS shall have capability to select modes through a stand-alone switch located in the flight deck accessible to seated pilots (MANDATORY).

3.4.1.6 GPS shall provide SAASM when in PPS mode (MANDATORY).

3.4.1.7 The GPS shall not lose navigation solution when switching between SPS and PPS modes during flights (MANDATORY).

3.4.1.8 The GPS shall have FAA certification for SPS and DOD certification for SPS (MANDATORY).

3.4.1.9 The GPS shall have redundancy SPS and PPS functionality

3.4.1.10 The GPS shall provide enroute, terminal, non-precision, and precision approach navigation and oceanic capability in accordance with FAA and ICAO RNP requirements (MANDATORY).

3.4.1.11 The GPS shall have RAIM and FDE capability (MANDATORY).

3.4.2 Flight Management System

3.4.2.1 The modified C-21 aircraft shall provide a dual FMS that manages the navigation process and can be accessed and used by the pilot and co-pilot during flight (MANDATORY).

3.4.2.2 Capability to display both primary and secondary flight plans on multi- functional display(s) shall be provided (MANDATORY).

3.4.2.3 The FMS shall meet NAS RNP/RNAV/RNP-RNAV navigation standards (MANDATORY).

3.4.2.4 The FMS shall provide LNAV and RNP 0.3 on terminal approaches (MANDATORY).

3.4.2.5 The FMS shall provide MNPS and PNP 12.6 NAT (MANDATORY).

3.4.2.6 The FMS shall provide RNAV 10, RNP 10 and RNP 4 on oceanic/remote routes (MANDATORY).

3.4.2.7 The FMS shall provide RNP 5, RNAV 5 and BRNAV on continental routes (MANDATORY).

3.4.2.8 The FMS shall provide RNAV 2, RNP 2, U.S. RNAV Type A and Q on continental and terminal routes (MANDATORY).

3.4.2.9 The FMS shall provide RNAV 1, P-RNAV, RNP 1and U.S. RNAV Type B on terminal routes (MANDATORY).

3.4.2.10 The FMS shall provide lateral and vertical navigation using LNAV, VNAV, B-VNAV and LNAV/VNAV doing landing approaches (MANDATORY).

3.4.2.11 FMS shall include all navigation aids including GPS (MANDATORY).

3.4.2.12 The FMS shall have additional memory capability after the current navigation database is loaded (MANDATORY).

3.4.2.13 The FMS shall contain a stored navigation database having capacity for SID, STAR, Approaches, and NRS data points (MANDATORY).

3.4.2.14 The FMS shall contain FANS/1A, ADS-A/C and CPDLC capability (MANDATORY).

3.4.2.15 The FMS shall have radio navigation aid capabilities integrated into the multi-sensor navigation system solution (MANDATORY).

3.4.2.16 The FMS shall have GPS, VOR, VOR/DME, TACAN, TACAN/DME and DME/DME updates to the INS (MANDATORY).

3.4.2.17 The FMS shall have a DTU (MANDATORY).

3.4.2.18 The FMS shall satisfy requirements in FAA Order 8260.58 (MANDATORY).

3.4.3 Navigation Displays

3.4.3.1 A multicolor Multi-Function Display(s) (MFD) shall be mounted at a central location and display primary weather radar and moving map, (MANDATORY).

3.4.3.2 Weather radar data shall be displayed on a minimum of 2 displays to prevent a loss of weather radar data from a single display failure (NON-MANDATORY).

3.4.3.3 The modified C-21aircraft shall provide for selecting navigation graphic overlays on the weather radar (MANDATORY).

3.5 Weather Radar

3.5.1 The modified C-21 aircraft shall provide digital weather radar, stabilized in pitch and roll with a minimum of four colors (MANDATORY).

3.5.2 The weather radar shall provide for selecting a range (MANDATORY).

3.5.3 The range of the weather radar shall be a minimum up to 250 NM (MANDATORY).

3.5.4 The weather radar shall provide the ability for auto tilt, sector scan, and gain adjustments (MANDATORY).

3.5.5 The modified C-21 aircraft shall provide weather radar information to the EHSI and MFD with selectable navigation graphics overlays (MANDATORY).

3.5.6 The modified C-21 aircraft should provide information on wind shear, turbulence, and lightning intensity (MANDATORY).

3.5.7 The weather radar shall have capability to display system failure messages to indicate R/T or equipment malfunctions and/or weak signal (MANDATORY).

3.5.8 The weather radar shall have automated target alert function notifying pilots of potential hazardous targets (MANDATORY).

3.5.9 The weather radar shall provide a ground mode map (MANDATORY).

3.6 Cockpit Voice Recorder

3.6.1 The modified C-21 aircraft shall meet minimum FAA Airworthiness requirements in current 14 CFR part 25 and part 91 (MANDATORY).

3.6.2 The Cockpit voice recorder shall have the capability to interface with data downloader tools for quick download of data (MANDATORY).

3.6.3 The Cockpit Voice Recorder shall have capability to record a minimum of two hours of data link messaging (MANDATORY).

3.6.4 The Cockpit Voice Recorder shall have capability to utilize Ethernet interface for on-aircraft data downloading (MANDATORY).

3.7 Flight Data Recorder

3.7.1 The modified C-21 aircraft shall meet minimum FAA Airworthiness requirements in current 14 CFR part 25 and 91 (MANDATORY).

3.7.2 The Cockpit Voice Recorder shall have capability to interface with data downloader tools for quick download of data (MANDATORY).

3.7.3 The Cockpit Voice Recorder shall have capability to record a minimum of two hours of data link messaging (MANDATORY).

3.7.4 The Cockpit Voice Recorder shall have capability to utilize Ethernet interface for on-aircraft data downloading (MANDATORY).

3.8 Attitude Heading and Reference System

3.8.1 The modified C-21 aircraft shall meet minimum FAA Airworthiness requirements in current 14 CFR part 25 (MANDATORY).

3.9 Communications Management Unit

3.9.1 The modified C-21 aircraft shall meet all FANS 1/A and Link 2000+ Programme mandates (MANDATORY).

3.9.2 The CMU shall have capability to meet ADS-C (MANDATORY).

3.9.3 The CMU shall provide updated weather information and support of AOC, CPDLC and FANS data link recording. (MANDATORY).

3.9.4 The CMU shall provide capability to load databases in the field without removal of CMU from aircraft (MANDATORY).

3.9.5 The CMU shall provide capability to deliver message s via VDL, SATCOM, HF (MANDATORY).

3.9.6 The CMU shall provide an ATS data link functionality non-interference with lower and higher priority functions (MANDATORY).

3.9.7 The CMU shall provide cockpit selectability, for all CNS/ATM systems transmitting signals outside aircraft, including the ability to turn systems off (MANDATORY).

3.10 Identification Friend or Foe

3.10.1 The modified C-21 aircraft shall consist of an APX-119 XII Mode “S” Enhanced Surveillance Digital IFF transponder system (MANDATORY).

3.10.2 The modified C-21 aircraft shall provide ADS-B Out transponder with modes 3/A, C and S (MANDATORY).

3.10.3 The modified C-21 aircraft shall have capability to upgrade to ADS-B In and Mode 5, Level 2 (MANDATORY).

3.10.4 The modified C-21 aircraft shall operate in modes 1, 2, and Mode 5, level 1 (MANDATORY).

3.10.5 The modified C-21 aircraft shall have one independent IFF transponder control head (MANDATORY).

3.10.6 The modified C-21 aircraft shall have simultaneous operation with Mode S/ TCAS systems without degradation of operations

3.11 Environmental, Safety, and Occupational Health

3.11.1 The avionics installed as part of the C-21 Upgrade effort shall provide for performing missions under all vibration, temperature, and acoustic conditions induced by the operation of the air vehicle, subsystems, and equipment within the aircraft operating envelope per limitations in the USAF flight manual technical order 1C-21A-1 (MANDATORY).

3.11.2 The avionics installed as part of the C-21 Upgrade shall be electromagnetically compatible with all subsystems onboard the aircraft (MANDATORY).

3.11.3 The avionics installed as part of the C-21 Upgrade shall meet FAA certification requirements for EMI (MANDATORY).

3.11.4 No single-point failure or malfunction of a component within the modified C-21 aircraft shall cause a sequence of events leading to a catastrophic effect on the modified C-21 aircraft or personnel (MANDATORY).

3.12 Human Factors

3.12.1 The human engineering criteria of MIL-STD-1472G paragraphs 5.1 through 5.5, 5.7, 5.8, and 5.9 shall be used as a guide for new equipment, modified equipment, and new configurations of existing equipment when FAA regulations do not provide guidance (MANDATORY).

3.13 Technical Orders

3.13.1 Technical data for the Avionics Modification Program shall be provided forinstallation, removal and trouble shooting for all avionics equipment listed inthis SRD utilizing the guideline found in Mil-STD 38784.
3.13.2 Flight manual data for the Avionics Modification Program shall be providedfor the in-flight/ground operation and trouble shooting of the avionicsequipment listed in this SRD following the guidelines of Mil-DTL-7700G.

4 VERIFICATION PROVISION

This section defines a set of verification methods and specifies for each requirement in Section 3 the method(s) to be used to ensure the requirement has been met. A table is used to present this information and is documented in Appendix C.

4.1 Demonstration

Demonstration is defined as the operation of the system or subsystem which requires observation to demonstrate requirement compliance. This verification does not require the use of instrumentation, special test equipment, or subsequent analysis. An example would be a fit and function check.

4.2 Test

Test is defined as verification of the requirements through the application of established test procedures, usually with instrumentation, within specified environmental conditions and subsequent compliance confirmation through analysis of the data generated. This requirement may be fulfilled by submission of data which demonstrates the required test has been satisfactorily accomplished.

4.3 Analysis

Analysis is defined as processing of accumulated data obtained from other qualification methods to verify requirement compliance. Examples of analysis are reduction interpolation or extrapolation of test results. This verification requirement may be fulfilled by submission of data previously produced which demonstrates the analysis has been satisfactorily accomplished.

4.4 Inspection

Inspection is defined as visual verification the system, including system documentation, conforms to the requirements specified herein. Visual verification can be in the form of inspection of the physical installation, and/or review of documents reflecting qualification requirements.

Appendix B – Verification Cross Reference Matrix Table 5-1 contains the requirements identified in Section 3 and 4 and the corresponding verification method to be used in determining compliance. Definitions of Demonstration (D), Test (T), Analysis (A), and Inspection (I) are provided in Section 4. Verification methods contained for each requirement shall not take precedence over FAA required methods for certification.

3.10.3 The modified C-21 aircraft shall have capability to upgrade to ADS-B In and Mode 5, Level 2 (MANDATORY).

3.10.4 The modified C-21 aircraft shall operate in modes 1, 2, and Mode 5, level 1 (MANDATORY).

3.10.5 The modified C-21 aircraft shall have one independent IFF transponder control head (MANDATORY).

3.10.6 The modified C-21 aircraft shall have simultaneous operation with Mode S/ TCAS systems without degradation of operations (MANDATORY).

Environmental, Safety, and Occupational Health D T A I

3.11.1 The avionics installed as part of the C-21 Upgrade effort shall provide for performing missions under all vibration, temperature, and acoustic conditions induced by the operation of the air vehicle, subsystems, and equipment within the aircraft operating envelope per limitations in the USAF flight manual technical order 1C-21A-1 (MANDATORY).

3.11.2 The avionics installed as part of the C-21 Upgrade shall be electromagnetically compatible with all subsystems onboard the aircraft (MANDATORY).

3.11.3 The avionics installed as part of the C-21 Upgrade shall meet FAA certification requirements for EMI (MANDATORY).

3.11.4 The modified C-21 aircraft shall operate in all E3 environments of exposure in flight and on the ground, without suffering or causing functional degradation (MANDATORY).

Human Factors

3.12.1 The human engineering criteria of MIL-STD-1472G paragraphs 5.1 through 5.5, 5.7, 5.8, and 5.9 shall be used as a guide for new equipment, modified equipment, and new configurations of existing equipment when FAA regulations do not provide guidance (MANDATORY).

Appendix C – Definitions

· Flight crew is defined as pilot, copilot and jump seat positions.

· Flight deck is defined of the area left of the entry door to include the pilot, copilot and jump seat position.

· Group A is defined as parts or components (including software) permanently or temporarily installed in a Configuration Item to support, secure, interconnect or accommodate the equipment in a Group B kit.

· Group B is defined as parts or components (including software) that complete a modification when installed in the Configuration Item, and are normally readily removable.
