Industry Day Notification
(Solicitation: C-21A-Sources-Sought-CLS-Avionics Upgrade) The C-21A Contractor Logistics Support (CLS) Program will conduct an Industry Day on 6-7 October 2015. This Industry Day Notification is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. Any resulting procurement action will be the subject of a separate, future announcement. The following information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release.
Description of services The purpose of this solicitation is to define the requirements to be accomplished for the avionics upgrade of the C-21 aircraft. The contractor shall upgrade the avionics for the fleet of nineteen (19) C-21 aircraft to be capable of worldwide flight operations at all times in all civil and military airspace including know future Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) and Department of Defense (DOD) requirements through the 2030 timeframe. The contractor shall upgrade equipment obsolescence with the weather radar, cockpit voice recorder and flight data recorder to meet requirements defined in the Attachment 1 (Systems C-21 Avionics Upgrade Requirements Document).
Industry Day Details Industry Day will be held at the Mid Del Technology Center, Business & Industry Services Center located at 3921 S.E. 29th St., Del City, OK 73115 on 6 Oct 15 from 0800 to 1000. "One-on-One" Contractor/Government sessions are offered from 1100 to 1600, and on 7 Oct 15 from 0800 to 1200 if necessary. The “One-on-One” Contractor/Government sessions will be limited to one thirty minute session per company. During the main/morning session the government will provide briefing on requirements description and expectations. Requests for attendance and for "one-on-one" scheduling must be sent to the Contracting Officer (See below contact information).
Written questions will be accepted. Any questions asked during the program brief and individual briefings will need to be submitted in writing to the Government no later than 14 Oct 15. The questions and answers will be posted prior to release of the Request For Proposal. This announcement is not a contract, Request For Proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Air Force will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government.
Industry Day Registration There will be no registration; doors will open at 0800 CST, 6 Oct 15. This is a no-fee event.
This is an UNCLASSIFIED event; no clearances are required. Information presented at the event will be made available to offerors unable to attend via the FedBizOpps website.
The Government will conduct one thirty minute “One-on-One” Contractor/Government session per company if requested to discuss issues or suggestions that are of a proprietary nature. If you desire a One-on-One session, please send the Contracting Officer an email no later than 5 Oct 2015 and he will schedule your time/date.
Notice All cost incurred to attend are the responsibility of the attendee. This Industry Day is for the government to provide information to interested parties and to receive feedback from interested parties to facilitate further market research. The Government will not incur cost for this event. The Government will not pay for information provided or for travel cost to attend this event. This is not a solicitation but a request for information/interest.
Any information and attendance request submitted by respondents to this Industry Day notification is strictly voluntary. This Industry Day notification does not constitute a Request for Proposal (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government's ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to this RFI.
