C-21 Avionics Upgrade Program (AUP) Industry Day 6-7 Oct 2015
Q&A
1. Will Government provide MODE 5 encryption device?
Gov Response: Yes.
2. Will this be a full & open or small business set aside?
Gov Response: Market Research is still being conducted to determine what type of competition will be utilized.
3. Are 1FW & 1LW Installed?
Gov Response: No, the current fleet configuration will be posted on FBO.
4. Will the gov’t broker ASA between firms?
Gov Response: No, firms must reach their own agreements.
5. Will STCs be required for all work on the aircraft?
Gov Response: Yes. No alternate certifications will be acceptable.
6. Does the gov’t have TA-12/24 installed?
Gov Response: The current fleet is configured with TA-6 receivers but we had previous aircraft with TA-12s installed. One of the aforementioned STCs was for the installation of the TA-12 receivers.
7. What is the gov’t AHRS requirement/what’s installed?
Gov Response: The current fleet doesn’t have AHRS installed but we had this on the AFFSA aircraft and it was covered by a prior STC. Current equipment is magnetic flux system with vertical gyros.
8. What format is required by the gov’t for manuals and other documents/materials?
Gov Response: IPDF.
9. Does the source code need to be published?
Gov Response: No.
10. Will gov’t make technical data available?
Gov Response: Yes. We expect it to be on FBO with password protection in the near future.
11. Will gov’t publish a components & configuration list?
Gov Response: This will be published on FBO as part of the RFP.
12. Will other upgrades be made that are outside of what you define?
13. Is this requirement fully funded?
Gov Response: Funding is allocated in the FY16 PB.
14. Will the aircraft certification need to be processed through the FAA MCO?
15. What is the effect on this project if Continuing Resolution or Debt ceiling is not passed?
Gov Response: Budget issues may cause delays or other issues as they will at any federally funded project.
16. Is VHF required?
Gov Response: Requirements will be defined and published on FBO.
17. Does the C-21 have a telephone system?
18. Is RNP 0.3 a “hard” requirement?
Gov Response: Yes, European operations are required.
19. Are there any CMU requirements?
Gov Response: Yes, a CMU is required.
20. Will the roster from Industry Day be posted?
Gov Response: Yes, will be posted on FBO.
21. Are there two INS on the aircraft?
Gov Response: No. There is one.
22. Is there a timeframe for a draft RFP?
Gov Response: Yes. We plan to post a draft RFP by the end of the year.
23. Will this be a standalone contract?
24. Will the gov’t want to upgrade the displays?
Gov Response: This will be defined in the RFP and posted to FBO. What equipment installed will meet technical requirements and size/location of displays will be incumbent on the offeror’s proposed solution.
25. Will a survey aircraft be made available?
Gov Response: TBD. An aircraft can be made available if there is sufficient interest from industry.
26. Are all aircraft of the same configuration?
Gov Response: Yes, the avionics configuration is the same. We have two aircraft configured with forward air-conditioning units.
27. Will the current depot contractor, M1, continue to perform depot maintenance?
Gov Response: Yes, but not concurrently with the avionics upgrade.
28. Will the gov’t provide test equipment?
Gov Response: The expectation is the contractor will provide all test equipment. The Gov may provide test equipment for IFF testing and AIMS certification as required.
29. Is AIMS certification only for the prototype unit?
30. Does the gov’t want APX 119 or APX-119 A?
Gov Response: We want the APX 119 version that meets the Governments requirements.
31. What are security clearance requirements for persons working on the aircraft?
Gov Response: COMSEC account required IAW the DD254
32. Is DCMA to be involved?
Gov Response: The level of DCMA involvement will be defined in the RFP.
33. Is Night Vision Goggle (NVG) compatibility required?
34. Are wiring diagrams and electrical load analysis available as GFE?
Gov Response: This will be defined in the RFP and posted to FBO.
35. Does the gov’t only want equipment with STCs already in place?
Gov Response: Yes, to the greatest extent possible. If an STC isn’t available then modification and/or development of an existing STC is acceptable.
36. Will the gov’t provide the Communications MGMT Unit?
Gov Response: No, the Government will not provide a CMU. CMU requirements should be contained in offerors proposal.
37. Must the aircraft maintain same capabilities after the upgrades?
38. What is going to be used as gov’t acceptance?
Gov Response: DCMA/Gov acceptance of the aircraft.
39. Will the instrument panel need to be updated on the plane?
Gov Response: Unknown, instrument panel configuration will be dependent on offeror’s
40. Has the gov’t considered the Raisbeck modification?
Gov Response: No, this isn’t included in AMC’s requirements.
41. Is this aircraft RVSM equipped?
42. Does the gov’t require specific brands of equipment for AHRS?
Gov Response: No. The gov’t requires equipment that meets the technical requirements.
43. Does the gov’t want the instruments to be upgraded from analog to digital?
Gov Response: Yes, but only for the items being ungraded and will be dependent on offeror’s
44. Does the gov’t want all the warning indicators to be displayed?
Gov Response: The proposed solution should meet the minimum technical requirements for what is displayed for meeting CNS/ATM requirements.
45. In regard to RNP airspace, do you want to upgrade current system or add pitot tubes?
Gov Response: Solution dependent on offeror’s solution to meet the technical requirement.
46. In regard to RNP, what are the plans for RNP certifications?
Gov Response: To meet the minimum requirements for worldwide operations.
47. With 3010 funds, will that allow for civil solutions?
48. The FAA certifies civilian aircraft, will the HBAG be involved?
Gov Response: The current strategy is for FAA certification to be used as the basis for military certification. All certifications will be processed through the FAA and the System Program Office
(SPO).
49. Does Lear and Universal data (STC) belong to the gov’t?
50. Will the gov’t require MIL-CERTS?
Gov Response: Gov’t requires AIMS certification for MODE-5. See #48.
51. How many planes can be out of service at any given time?
Gov Response: Max is four.
52. When is a working prototype expected?
Gov Response: By the end of FY17.
53. Does the work need to be performed in a certain location?
54. HFDL is needed on this upgrade, why?
Gov Response: No, this is not a requirement. This will be dependent on offerors solution to meet the technical requirement.
55. Is INS used on these planes?
Gov Response: See #21.
56. Why is frequency MGMT done at the platform level?
Gov Response: According to DD1494 preparation guide, equipment should be allocated on an RF link rather than platform basis. It also indicates that allocating on an RF link basis presents a clearer picture than allocating on a platform basis and are less confusing. So the RF link basis is more highly encouraged than platform basis.
57. What is the sign-off level on this requirement?
Gov Response: IAW ACAT III requirements.
58. Does this aircraft have TAWS?
Gov Response: Yes, aircraft are TAWS compliant.
59. Will the parameters be clarified, i.e., 6, 11, 17?
Gov Response: See #60. Yes, in the RFP.
60. What FDR signals will be required and which will be waived?
Gov Response: Required parameters are IAW FAA minimum requirements and will be further clarified in the RFP.
61. Does the contractor have the ability to amend an existing STC?
62. Must spectrum testing be done inside a chamber?
63. How many hours of voice recording is required?
Gov Response: IAW FAA requirements.
64. How much flight data must be recorded?
Gov Response: IAW FAA Requirements
65. CMU requires SATCOM, does this upgrade include SATCOM?
Gov Response: Solution dependent on offeror’s solution to meet the technical requirement.
66. Does weather radar need satellite link?
Gov Response: No, this is not part of the requirement.
67. Adding a second INS may not add to functionality. Is that a hard requirement?
Gov Response: Yes, a dual INS is part of the current requirement.
68. Does aircraft need to fly over the poles at any point?
Gov Response: The C-21 doesn’t operate over the poles.
69. Do analog inputs provide the signal to digital instruments?
70. Are Lear-35 & Lear-31 on the same TC?
Gov Response: No, they are not on the same TC.
71. How will over and above be handled?
Gov Response: On a separate Over & Above CLIN.
72. Are drawings available?
Gov Response: Yes, drawings are available through the OEM.
73. Who will own the STC data after it has been issued?
Gov Response: The Gov will own the data rights to the STCs.
74. After award, PDR/CDR, will prime be the lead?
75. For systems with restriction/proprietary use what can the contractors expect?
76. Is the Trimble serving as a backup to any other systems?
77. Are both FANS and ADS-B a requirement?
78. Is this fleet changing in size in the near future?
79. Will a spares kit be defined?
Gov Response: Yes, in the RFP.
80. Will AHARS upgrade require a STC?
81. Is the aircraft under an experimental ticket?
Gov Response: No, the C-21 is a public use aircraft but required to maintain commercial certification via the TC/STC process.
82. What FAA rules regulate this aircraft?
Gov Response: FAR Part 91 and 25.
83. How many pilots will be required for flight training?
Gov Response: Single pilot operation but full systems access at both pilot positions required.
84. What additional training is needed for anyone working on this aircraft?
Gov Response: Familiarization training.
85. Is the datalink communication source for CPDLC iridium or Inmarsat?
Gov Response: Dependent on offeror’s proposed solution.
86. Is TCAS Change 7.1 required?
Gov Response: Fleet is 7.1 compliant.
87. Is dual FMS required, or will single FMS with secondary monitor be sufficient for LPV capabilities?
Gov Response: AMC requirement is for dual FMS capability. Solution dependent on offeror’s solution to meet the technical requirement.
88. For radio tuning, is RCU acceptable or is a pedestal preferred?
Gov Response: Dependent on offerors proposed solution.
89. Does the Government seek Best Value or Lowest Price Technically Acceptable?
Gov Response: The Government intends to use a form of Best Value which will be detailed in the RFP.
90. AS9100 required?
91. GFR Requirement?
Gov Response: No, GFR isn’t required.
92. Is a FAA Repair Station License required prior to submittal?
Gov Response: No, but it is a requirement to perform the work. Offeror must show path to compliance in proposal.
93. Are the APX transponder and TA GPS the only classified equipment on the aircraft?
Gov Response: Yes
94. How many sets of spares at each base?
Gov Response: At least one set, but specific requirements will be in RFP.
95. When will the aircraft be made available for site survey?
Gov Response: See #25 comment.
96. Can we get a comprehensive equipment list and updated TO images? What is presently available on fedbizopps does not match the photos in the presentation.
Gov Response: Updated equipment list will be uploaded to FBO.
97. Disposition of removed equipment? Obtain trade in value?
Gov Response: Removed equipment will either be used for spares, trade-in or submitted to DRMO for disposal.
98. Are there any aircraft manuals available to bidders?
Gov Response: Current tech data will be uploaded to FBO.
99. Will the government provide any test equipment or support equipment? (Pitot Static, VOR/ILS, APX-119, Jacks)
Gov Response: These items are contractor’s responsibility.
100. Will a separate ELA be required for each aircraft?
Gov Response: Prototype only. All aircraft are configured the same with the exception of two aircraft with forward air conditioning.
101. The current avionics list has an AHC-3000S for AHRS that appears to meet the requirements listed. Is this list correct?
Gov Response: This was installed on one aircraft that has been removed from inventory.
102. What Air Data Computers are in the aircraft? (Analog or Digital)
Gov Response: Will be on the equipment list posted to FBO.
103. Is the contractor to supply the Crypto Applique with each aircraft?
Gov Response: Applique will be GFE.
104. Is there an existing dual INS system in the aircraft, if so what model?
Gov Response: The current fleet configuration doesn’t have dual INS. See #21
105. Any scheduled maintenance to be completed by the contractor?
Gov Response: The contractor may be required to perform scheduled maintenance during the modification. The Gov will attempt to schedule all scheduled maintenance to be done by the CLS provider.
106. What are the security requirements for the aircraft?
Gov Response: No special requirements, only COMSEC for specialized equipment.
107. Are there any special personnel qualifications or clearances required?
Gov Response: Must meet the requirement for the FAA repair station certificate, which includes, but is not limited to being FAR Part 145 certified and AS9100.
108. Should existing wiring from obsolete systems be removed for weight savings?
109. In reference to the RFI, it is stated that the CMU will require FANS 1/A compliance. As part of FANS 1A compliance, a data communication port must also be addressed. There are currently two means of providing this data link port. One is via Iridium and the second through Inmarsat with specific equipment. Has there a determination been made as to which source will be installed? Does USAF and/or C-21A already use Inmarsat or iridium?
Gov Response: Dependent on offerors proposed solution. There is an Iridium antennae installed on the aircraft but it is not being utilized.
110. Is the current TCAS II system “Change 7.1” compliant? This is an EASA mandate that all aircraft must comply with by 12/31/2015 in order to fly in European airspace.
Gov Response: The C-21 fleet is TCAS 7.1 compliant.
111. In regards to FMS, the RFI mentions the requirement for LPV capability. Is USAF open to installing one FMS CDU (control display unit) in the cockpit with dual GPS/WAAS receivers (remotely mounted units) still providing LPV WAAS capabilities? With the limited pedestal space in the cockpit, the single display configuration would reduce the amount of structural work required to certify the aircraft.

112. If dual FMS CDUs are required, is USAF open to installing a remote RCU (Radio Control Unit) in order to take over the NAV, COM, and ADF control functions? This will assist in providing the panel space required to install the dual CDU configuration. Or will a pedestal extension be preferred?
Gov Response: Dependent on offerors proposed solution.
113. Is USAF looking for a complete avionics suite upgrade that a contractor has taken the liberty of designing independently, or is USAF looking solely for the required items as stipulated in the
RFI?
Gov Response: AMC requirements don’t list a complete retrofit solution. Dependent on offerors proposed solution.
