About this opportunity

The Fleet Readiness Center East at Marine Corps Air Station Cherry Point, North Carolina, through the Naval Air Systems Command, is procuring a comprehensive C-130 Wheel Well Blast and Paint Booth System. The system consists of three mobile blast booths and three mobile paint booths specifically designed for the nose, right wing, and left wing wheel wells of C-130 aircraft, each including media ventilation recovery systems and mounted on dual-axle trailers with heavy-duty casters. The equipment must meet stringent technical specifications including minimum 18-gauge steel construction, powder coating, explosion-proof LED lighting, airtight sealing capabilities, and compliance with OSHA, EPA, and NFPA standards. The solicitation operates under a firm fixed-price arrangement with evaluation criteria focused on technical capability and price reasonableness. Critical dates include a questions deadline of July 24, 2025 at 3:00 PM EDT, with proposal submissions due August 16, 2025 at 2:00 PM, and the government has already issued Amendment 0001 incorporating questions and answers.

This procurement is set aside for small businesses, with the original SF 1449 specifically designating it as a Women-Owned Small Business (WOSB) set-aside under NAICS code 327910 (Abrasive Product Manufacturing) with a 500-employee size standard. The contract includes a comprehensive training component consisting of three separate 3-day training programs covering operations, maintenance, and hazardous waste operations. Performance is scheduled to occur at Fleet Readiness Center East in North Carolina, with planned deliveries between October 13, 2025 and September 14, 2026, followed by delivery, installation, testing with an actual C-130 aircraft, and a minimum 12-month warranty period. The contract period of performance spans one year after award, with a mandatory six-week window required between final design approval and delivery. No incumbent contractors are specifically identified in the solicitation documents, and while no specific contract value is disclosed, the comprehensive nature of the mobile booth systems, extensive training requirements, and specialized C-130 aircraft compatibility suggests a substantial procurement value.
