About this opportunity

The United States Forest Service is seeking a stewardship contract for the Bumblebee Stewardship IRSC project in the Stanislaus National Forest's Summit Ranger District, located in California. The project involves mechanical cutting, skidding, and removal of sawtimber, biomass, and cull trees, with associated erosion control and slash treatment activities. Specific work includes sawtimber removal on 1,458 acres, biomass removal on 451 acres, cull tree removal on 566 acres, and mastication on 771 acres, along with 3.8 miles of dead hazard tree removal and 13.3 miles of National Forest system road reconstruction. A mandatory field visit for prospective contractors is scheduled for December 17th, 2024, at 9:30 a.m. at the Summit Ranger District in Pinecrest, CA, with questions to be directed to Jason Dierberg via email. The Request for Proposals is expected to be posted on SAM.gov around the end of January 2025.

The contract has no specific set-aside designation and falls under NAICS code 115310 with a $34 million size standard. Estimated timber volumes include 17,460 ccf of sawtimber, 1,518 ccf of green biomass, 1,955 ccf of cull snags, and 45 ccf of cull hazard trees. Construction items are estimated to be between $100,000 and $250,000, with performance and payment bonds required if the total value exceeds $150,000. The period of performance extends to November 1, 2028, providing contractors substantial time to complete the project. The timber species composition is predominantly 74% White Fir (WF), with additional percentages of Incense Cedar (11%), Ponderosa Pine (14%), and Sugar Pine (1%). Contractors should note that Davis-Bacon wage determinations will apply to all road reconstruction work items, and the final contract requirements may differ from the draft documents currently available.
