About this opportunity

The U.S. Army Corps of Engineers is conducting a sources-sought market survey for bullet-resistant glass components for vehicle windshields and windows at Summit Point Training Facility, Summit Point, West Virginia, with responses due by May 22, 2026. This is a sources-sought announcement only; no quotes or binding commitments are being requested. The anticipated contract is a Firm Fixed Price award below the simplified acquisition threshold, targeted to small businesses in NAICS 336992 (Military Armored Vehicle, Tank, and Tank Component Manufacturing).

The procurement involves NIJ Level III ballistic-rated transparent armor for two Chevrolet Suburban vehicles (2009–2011 model years). Required components include two windshields and three door windows, all meeting NIJ Level III BR6 specifications at 38 millimeters plus or minus 5 percent, with one-piece construction, anti-spall inner layers, laminated construction, and treated polycarbonate surfaces with abrasion-resistant coatings and Certificates of Compliance. The contractor must supply and perform on-site installation labor, including removal of existing delaminated glass and full installation of ballistic-resistant components.

Interested vendors must submit capability packages (not quotes) addressing organization name, location, CAGE Code, socioeconomic status, and capability to perform. Specific technical responses must cover manufacturing lead time after award, ballistic standards met (NIJ, UL 752, STANAG) with independent certifications, whether components are exact OEM replacements or require vehicle modifications, and standard warranty terms for delamination and optical clarity.
