About this file

This is a Statement of Work/Purchase Description for the procurement and installation of ballistic-resistant transparent armor (glass) for Chevrolet Suburban vehicles at the Summit Point Training Facility in Summit Point, West Virginia.

The contract requires the supply and on-site installation of NIJ Level III rated transparent armor components for two Suburban vehicles (2009-2011 model years). Specific procurement items include: two windshields meeting NIJ Level III BR6 specifications (38mm +/-5%), one driver rear door window (BR6, 38mm +/-5%), and two passenger rear door windows (BR6, 38mm +/-5%). All transparent armor components must be one-piece construction with anti-spall inner layers, laminated construction capable of meeting or exceeding NIJ Level III ballistic protection standards, and treated polycarbonate surfaces with abrasion-resistant coatings accompanied by Certificates of Compliance. The contractor must provide all on-site labor, specialized equipment, materials, and supplies necessary to remove existing failing (delaminating) windshields and door glass and install the new ballistic-resistant components. Materials and installation services are to be delivered to Gary Kehoe, INTAC Program Manager & COR, at Summit Point Training Facility, 460 Skid Pad Road, Summit Point, WV 25446. The document emphasizes that UL 752 and NIJ Level III are the globally recognized standards for ballistic-grade materials, with the transparent armor designed to validate stopping capabilities during firearms training media demonstrations.

STATEMENT OF WORK / PURCHASE DESCRIPTION

NOTE: UL 752 and NIJ levels are a global standard for bullet-resistant materials, including glass, polycarbonate, and other glazing materials. While there are other rating systems out there for certifying ballistic-grade materials, the UL 752 rating system is the most widely used and accepted. With regards to NIJ Level III, this hard body armor uses metal plates or other composite materials to withstand rifle rounds. The NIJ tests this armor to withstand 7.62mm FMJ lead core rifle ammunition

Bullet Resistant Glass is routinely utilized in a “media demonstration” prior to the commencement of the firearms training class. In this media demonstration ballistic rounds of varying calibers from different firearms are shot into multiple locations (tires, doors, windows, windshield, gas tank, engine) of a running car; into a sandbag, into a wood; into cinder blocks and bricks as well as the B4 and B6 level sheets of glass. The purpose of this demonstration is to show firsthand the “cover” (protection capabilities) of varying objects personnel encounter overseas and to validate to the attendees that the Bullet Resistant glass meets the required stopping capabilities and will fail when the required capabilities are surpassed.

Purchase Description:
