About this opportunity

The National Institutes of Health (NIH), through the Department of Health and Human Services Office of Logistics and Acquisition Operations, is procuring 5,000 units of 2-gallon sharps containers for bulk stocking at the NIH warehouse to support laboratory and medical staff in proper needle disposal across all NIH facilities. The preferred specification is Kendall Devon part number 3114222 or equivalent needle/syringe disposal containers that will be critical for supporting NIH's mission-critical health and longevity research activities. Vendors must be registered in the System for Award Management (SAM) and submit quotes that remain valid for 90 calendar days, with the resulting contract structured as a Firm-Fixed Price Purchase Order. The government will evaluate quotes based on delivery timeframe as the primary criterion and price as the secondary criterion, with an anticipated award date within 30 days after quote submission. Questions must be submitted by July 7, 2025, at 12:00 pm EST via email with the specified subject header, and all quotes are due by July 11, 2025, at 12:00 pm EST to Chaunda.Stewart@nih.gov.

This procurement is designated as a Total Small Business set-aside under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a size standard of 1,000 employees, limiting competition to qualified small businesses in the medical device manufacturing sector. No specific award values or budget ranges are disclosed in the solicitation documents, though the bulk purchase of 5,000 units represents a substantial procurement volume for sharps container inventory. The place of performance is the NIH Supply Center located in Gaithersburg, Maryland (Montgomery Village, MD 20877), with Freight on Board (FOB) Destination terms requiring the contractor to handle all shipping costs and risks until delivery. Vendors must comply with detailed shipping and packaging requirements outlined in the vendor shipping instructions, including specific labeling, bar coding standards, and documentation requirements that are critical for acceptance and timely payment. The solicitation does not identify any incumbent contractors or previous suppliers for these medical disposal containers.
