About this opportunity
The U.S. Food and Drug Administration (FDA) is conducting market research through this Request for Information (RFI) to assess industry capability and interest in performing building exterior repair and protective coating services at the FDA Pacific Southwest Laboratory in Irvine, California. The scope of work includes structural steel coating repairs using multi-coat corrosion-resistant systems applied to exterior egress stairs, roof access stairs, sunshades, canopies, and railings, as well as exterior concrete crack repair on walls visible from 3 feet away and longer than 24 inches. Qualified contractors must demonstrate experience with coastal environment applications, compliance with SSPC, MPI, AMPP, and ASTM standards, relevant certifications such as ACI or AMPP/SSPC credentials, and the ability to minimize disruption to an occupied federal facility. The RFI is seeking vendor capability information rather than establishing evaluation criteria for a formal proposal, with responses due by February 25, 2026. This Pre-Solicitation Notice is posted for information purposes only and does not constitute a formal solicitation or obligate the government to award a contract.
No set-aside designation is being used for this procurement. The anticipated period of performance is approximately 180 calendar days from contract award, with exterior coating work required to be scheduled between April and October to comply with environmental conditions requiring ambient and surface temperatures between 50°F and 95°F. The facility consists of two structures: the main Laboratory Building (IRV-1) at approximately 145,967 gross square feet with three wings and two stories, and a Chemical Storage Shed (IRV-2) at approximately 1,000 gross square feet. Contractors will be expected to provide all labor, materials, equipment, and quality control documentation, including daily work logs, material certifications, coating thickness measurements, and adhesion test results, with work hours restricted to 7:00 AM to 5:00 PM Monday through Friday. No specific budget range or award value is disclosed in this market research notice, and vendors responding to the questionnaire should provide information on typical project durations for similar work, standard warranty periods, and past performance references.
