About this file
This is a Performance Work Statement (PWS) for the FDA Pacific Southwest Laboratory Building Exterior Repair Project located at 19701 Fairchild Road, Irvine, California. The project is preventative maintenance work focused on restoring building appearance, preventing weather-related deterioration, and extending facility service life through concrete repair and corrosive-resistant coating on steel structures.
The scope of work encompasses two primary components: (1) application of corrosive-resistant coatings on exterior egress stairs, sunshades on the south elevation, roof access stairs, main entrance canopy, and chemical storage shed canopy; and (2) concrete crack repair for exterior cracks visible from 3 feet away and longer than 24 inches, plus interior repair of visible and accessible cracks in concrete walls, columns, and slabs with replacement of damaged resilient flooring at cracked slab locations. The project must be completed within 180 calendar days with minimal impact on building operations. Coating work requires preparation to SSPC-SP2 and SSPC-SP3 standards, with a three-coat system (MPI #23 or #79 primer, exterior alkyd intermediate coat, and MPI #94 topcoat). All work must comply with OSHA safety requirements, EPA and local environmental regulations, AMPP and MPI standards, ACI standards for concrete repair, ASTM standards, and VOC regulations. The facility will remain fully operational during construction, requiring contractor coordination with FDA facility management, security protocols including background checks, and adherence to 7:00 AM to 5:00 PM Monday-Friday work hours. Exterior coating work must be scheduled between April and October, with environmental conditions requiring ambient and surface temperatures between 50°F and 95°F and at least 5°F above dew point. The contractor must provide all labor, materials, equipment, testing, and quality control documentation, including daily work logs, material certifications, coating thickness measurements, adhesion test results per ASTM D3359, and comprehensive closeout documentation with warranties and as-built drawings.

January 30, 2026
Building Exterior Repair Project 2
Food and Drug Administration Pacific Southwest Laboratory, Irvine, California.
Exterior Repair Project
Performance Work Statement
1.0 INTRODUCTION
1.1 Purpose and Scope
This construction project is preventative maintenance of building structure to restore the appearance, prevent weather-related deterioration, and extend the facility's service life.
The project consists of concrete repair work and corrosive-resistive coating on steel.
This Project is located at FAD’s Pacific Southwest Laboratory (the facility) at 19701 Fairchild Road in Irvine, CA. The main laboratory Building (IRV-1) is 145,967 GSF and comprised of three (3) wings with two (2) floors per wing and a partial basement. The chemical shed (IRV-
2) annexes the main building is 1000 GSF single story structure.
The summary of construction scope is as:
1.1.1 Apply corrosive-resistive coatings on:
a. Exterior egress stairs: structural members, railings, nosing & tread, soffits, underside of stairs, connecting bridge and its soffit.
b. Sunshades on the south elevation of the building.
c. Access stair on the roof: stringers and railings.
d. Main entrance canopy: Vertical and horizontal structural members and roof deck soffit.
e. Chemical storage shed canopy: Vertical and horizontal structural members, railings, gates, and roof deck soffit.
1.1.2 Concrete crack repair as delineated in the seismic repair construction drawing and specification.
a. Exterior: Repair of all exterior concrete cracks part of the building envelope visible from 3 feet away and longer than 24 inches.
b. Interior:
i. Repair of all visible and accessible interior cracks in concrete walls and columns
ii. Repair of all visible and accessible cracks in concrete slab.
iii. Replacement of damaged resilient flooring at cracked slab locations.
Building Exterior Repair Project 3
The construction shall have little or no impact on building operations and occupancy and is expected to complete within 180 calendar days.
1.2 Background
The facility was design in late 1999 and construction was complete in 2005. The structural system is hybrid of concrete walls and steel frame system. The building houses laboratory and offices. Besides the main laboratory office building, the facility has a guard house and Chemical storage shed structure.
The facility is located approximately 5 miles from Pacific Ocean. The climatic and geographical condition of Southern California has resulted to rust and paint delamination on exposed steel stairs and structural elements. The preventive coating on these were repaired in 2015 and there are signs of that effort failing in various locations.
The concrete structure is developing hairline cracks. FDA used GSA to hire structural engineering team to perform detailed seismic assessment and non-structural tier 1 screening. They determined that there is the structure was sufficient, and no additional structural retrofit was needed. The study delivered drawings and specification to repair crack which will prevent weathering of concrete structure in this climate.
