The contract will be awarded as a firm fixed price to the responsible company offering the lowest technically acceptable price, with award anticipated based on initial quotations without discussions unless companies qualify for the competitive range. The quotation deadline is 17:00 Ashgabat time on March 5, 2026, and all submissions must be in English and include the completed SF-1449, Section I Pricing, Section 5 Representations and Certifications, additional information per Section 3, and proof of active SAM registration.
This procurement uses no set-aside designation and does not identify any incumbent contractors. The contract structure comprises one base year with four optional one-year renewal periods, allowing for potential five-year total performance. No specific award value or budget range is disclosed in the solicitation notice. The covered buildings include the SDA Building, ACC Building, Warehouse Building, Utility Building, MSGR, and SPX Building, with all services to be performed at the U.S. Embassy compound located at 28 Archabil Street, Ashgabat, 744000 Turkmenistan. Quotations should be submitted electronically to Ashgabatsolicitations@state.gov or delivered in sealed envelopes to the Contracting Officer at the embassy address, and offerors must maintain active registration in the System for Award Management (SAM) at the time of award to remain eligible for contract award.
