SYNOPSIS

The purpose of this acquisition is to procure Building Automation Integration for the Robert W. Kastenmeier Federal Courthouse, 120 N Henry Street, Madison, Wisconsin.

GSA's Public Building Services (PBS) office of the Chief Information Officer (CIO) is working to integrate the building systems onto GSA's Building Systems Network (BSN). This project includes, but is not limited to, installing fully licensed Niagara N4 software including any tools required to manage existing devices and new controllers. The contractor shall develop and integrate graphics utilizing the Niagara framework. Contractor shall provide software and associated licensing for a Niagara 4 Supervisor that would be applied to a GSA server. Graphics shall represent all the data that currently exists in the Continuum system. Public Building Services System Support (PSS) shall provide virtual servers that meet the specifications required by the Building Automation System (BAS) server software unless technical limitation prevents virtualization of the server software. BAS contractor shall update server software to latest revision and provide minimum five (5) client communication sessions.

The contractor shall furnish and install Java Application Control Engine (JACE) 8000 to replace existing Infinet IP controllers. JACE controller(s) shall be configured to allow for the reuse of existing Infinet bus while giving the building future options for BACnet device replacement. This may only require one JACE; however, the contractor shall collaborate with GSA to determine the best approach that complies with referenced requirements. Replacement Niagara N4 controllers and software shall be configured to utilize existing devices and sequences as currently utilized in the Continuum BAS.

This procurement is unrestricted and open to all business concerns. The NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors), with a size standard of $15 million.
