“SHALL” “WILL” and “MUST” Throughout this solicitation, the terms “shall” “will” and “must” are used. “Shall” “will” and “must” denote the imperative. They indicate an obligation to act. In this solicitation, and any resulting contract, “shall” “will” and “must” have the same meaning.

SYSTEM FOR AWARD MANAGEMENT (SAM) REPLACES CCR and ORCA Effective July 30th, 2012, the System for Award Management (SAM) replaces the contractor registration sites CCR and ORCA. In an effort to streamline the acquisition process, SAM was established to consoli-date several acquisition systems including CCR, ORCA, and EPLS and create a single repository of con-tractor information. As a single validated source of data on contractors doing business with the Govern-ment, the SAM database enables prospective contractors to update their information in one place.
If you have been using the legacy systems CCR and ORCA, you should now go to http://www.sam.gov to find your information. Training tools are available on the SAM website to help you get familiar with SAM.
Start by going to http://www.sam.gov, and then click on the SAM HELP tab. Under User Help you will find the full User Guide as well as Quick Start Guides and Helpful Hints that will help you create an account, migrate your roles from legacy systems (if applicable) and perform updates. PLEASE NOTE: SAM is completely free of charge for both registrants and users. You will be required to complete a one-time business registration, with annual updates. As a part of the registration process you will need to provide your DUNS identification number. If you do not have a DUNS number you may contact Dun and Brad-street, Inc. at (800) 333-0505. You may register in SAM at http://www.sam.gov.
In accordance with FAR Parts 1, 2, 4, 13, 32, and 52 contractors must have an active profile in the SAM database prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement. No award will be made to any contractor without an active profile in SAM.
AFFIRMATIVE PROCUREMENT PROGRAM (APP)
GSA has implemented an Affirmative Procurement Program intended to maximize the use of recovered materials, environmentally preferable, and bio-based products. Offerors should familiarize themselves with the requirements for using and reporting on the use of such materials in performance under any re-sultant contract.
FAR 23.7 requires consideration of environmental factors when purchasing products and services. FAR
4.303 and FAR 52.204-4 require double sided printing on recycled paper for all reports required by this contract. FAR 52.223-10 encourages vendors to practice waste reduction.

1. Background
1.1. In recent years, building systems have advanced to more closely resemble that of IT systems given the way in which they communicate both internally and externally with other systems. As such, many of the building systems inherently utilize Internet Protocol (IP) connectivity as part of their core functionality. The General Services Administration (GSA) Public Building Services (PBS) Building Information or Control System Technology Policy mandates that all building technologies which require network or internet connectivity must utilize the GSA network. GSA’s Public Building Services (PBS) office of the Chief Information Officer (CIO) is working to integrate the building systems onto GSA’s Building Systems Network (BSN). The process of implementing the BSN involves several steps during which GSA will work with building systems contractors to re-configure their devices, as necessary, for integration onto the BSN. This document is designed to specify the steps you will be required to complete for the network integration.
2. Statement of Work
2.1. Government Furnished:
• GSA shall provide all network switches, servers, workstations and peripherals and shall ensure a connection to the GSA LAN is present and functioning.
• Any required computer or server hardware (i.e. PC, laptop) and peripherals (i.e.
mouse, keyboard, monitor) and/or routing and switching equipment, used to provide GSA network connectivity, will be government furnished and provided by the GSA. The BAS vendor shall not include Government Furnished Equipment, as defined, in their proposal.
2.2. Building Automation Software Installation and Configuration (Pre-Migration)
2.2.1. Contractor shall install fully licensed Niagara N4 software including any tools required to manage existing devices and new controllers.
2.2.2. Contractor shall develop and integrate graphics utilizing the Niagara framework.
Graphics shall represent all the data that currently exists in the Continuum system.
2.2.3. PBS shall provide virtual servers that meet the specifications required by the BAS server software unless technical limitation prevents virtualization of the server software.
2.2.4. BAS contractor shall update server software to latest revision and provide minimum five client communication sessions.
2.3. Building Automation Field Device Configuration (Pre-migration)
2.3.1. Contractor shall furnish and install JACE 8000 controller(s) to replace existing
Infinet IP controllers (see Diagram 1). JACE controller(s) shall be configured to allow reuse of existing Infinet bus while giving the building future options for BACnet device replacement. This may only require one JACE; however, the contractor shall collaborate with GSA to determine best approach that complies with referenced requirements.
2.3.2. Replacement Niagara N4 controllers and software shall be configured to utilize existing devices and sequences as currently utilized in the Continuum BAS.
Contractor shall document sequences before and after system migration and provide a list to the GSA of any devices or I/O found not in working order prior to replacing controllers.
2.3.3. Every IP level device shall be configured to the proper GSA IT Building System Network IP address as directed by PBITS. BACnet/Ethernet communication protocol is not allowed on GSA network and BACnet/IP must be implemented as communication protocol.
2.3.4. IP addresses for all BMC IP level devices will be issued by PBITS and distributed after inspection and approval of network diagram.
2.3.5. The BAS vendor is responsible for configuring any BACnet, UDP or TCP traffic between controllers, servers and clients to prevent “broadcast collisions” or any other network disruptions. This may include installing/configuring a BBMD or reconfiguring BACnet ports to a specified port as directed by PBITS.
2.4. Building Automation Network Configuration (Pre-Migration)
2.4.1. The Building Automation System network shall comply with GSA TDDG limitations, specifically distance and network hop limits. Fiber connections from the core switch to risers shall prevent “daisy chain” network switches where possible. Contractor shall replace copper cabling with fiber-optic cable as defined by PBS IT design.
2.4.2. Contractor shall be responsible for connecting Building Automation Network core switch and GSA Network demarcation.

11.3 Pre-Proposal Conference and Site Visit
Contractors are encouraged to attend the pre-proposal conference and site visit. The anticipated date is December 13, 2016 in Madison, Wisconsin, but an amendment to the solicitation will be issued confirming the date and location.
11.4 Past Performance
Past Performance is relevant information regarding an offeror’s actions under previously awarded contracts. It includes the offeror’s overall quality of performance, record of conforming to contract requirements and to standards of good workmanship; the responsiveness of management; the offeror's history of reasonable and cooperative behavior and commitment to customer satisfaction, including the offeror’s business-like concern for the interest of the customer; and the offeror’s overall performance on their contracts. This information will be obtained through feedback from the offeror’s customers. To be relevant, past performance information must be provided for contracts that are similar (or greater) in terms of the relevant past performance criteria listed below. Contracts submitted may be Governmental (federal, state, or local) or private sector contracts.
Past performance will be considered relevant if it meets all of the following criteria:
• Building Automation System integration of similar scope, as further described in Section 5.
• For a completed contract, must have been completed within five years from the closing date of this solicitation
• For a current contract, the performance period is at least 2 consecutive years
Offeror’s shall complete Attachment A – Past Performance References Sheet at the end of this section. This form must be completed for each reference submitted that meets the criteria identified above. The offeror cannot use the same reference (i.e., same project and same contact person) more than once. Past performance will be evaluated by analysis of information provided by the offeror and by interviews with the offeror’s past and/or current customers.
While offerors must submit evidence of a minimum of 3 customer references for past performance evaluations, they may provide more (but in no case shall they submit more than 5 references). The Government will consider two separate contracts as a single contract if they were consecutive and for the same location and services. The Government is not required to conduct or complete reference checks on more than 3 contracts, although it may choose to do so. Additionally, if more than 3 references are provided, the Government reserves the right to choose which references to include in its evaluation.
In addition to those references provided directly by the offeror, the Contracting Officer may identify and analyze the past performance of the offeror on any other relevant contract that they currently have or had of which the Contracting Officer has knowledge or obtains knowledge, including but not limited to projects listed in the Past Performance information Retrieval System (PPIRS). Because of the wide variety of past performance history of individual offerors, the Government is not r3equired to ensure that an equal number of references be obtained for each offeror.
11.5 Price Proposal
Prices for the proposal shall consist of 1 signed Standard Form 1447, Solicitation/Contract and pricing information in blocks 21 and 22.
12. Evaluation Factors for Award
12.1 Basis of Award
The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and provides the best value to the Government based on the evaluation factors. The evaluation factors to be used are price and past performance. Past performance is significantly more important than price. As proposals become more equal in terms of past performance, the lump sum price becomes more important.
In accordance with FAR 15.101-1, a tradeoff process is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. The tradeoff process will be applicable in the evaluation of offers.
12.2 Past Performance
The relevant past performance references contacted will be evaluated with an adjectival rating, which in turn will be translated into a numerical score, as indicated in the chart below. The numerical scores will then be averaged for a composite score.
ADJECTIVAL
RATING
NUMERCIAL
SCORE
DESCRIPTION
Excellent 5 Past performance significantly exceeds in all aspects of the requirements; high probability of success; no significant weaknesses.
Very Good 4 Past performance exceeds, to varying degrees, one or more of the requirements.
Satisfactory 3 Past performance meets, in all aspects, the requirements.
Marginal 2 Past performance does not meet all requirements.
Unsatisfactory 1 Past performance does not meet any of the requirements.
Neutral Did not submit the minimum number of relevant past performance references and no other relevant references could be obtained by the contracting officer.
FAR 15.305(a)(2)(iv) states, “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.” Therefore, failure of the offeror to provide a minimum of three relevant references that meet the criteria listed above, and/or the inability of the Government to complete a minimum of three reference checks, after making a reasonable effort to do so, will result in the offeror being rated as “neutral” on the past performance factor.
12.3 Price
The lump sum price shall be provided by offerors on the SF 1447 will be evaluated by the Government.
