5) EVALUATION AND METHOD OF AWARD

The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and provides the best value to the Government based on two evaluation factors – price and past performance. Past performance is significantly more important than price. As proposals become more equal in terms of past performance, the lump sum price becomes more important.

Past performance is relevant information regarding an offeror’s actions under previously awarded contracts. It includes the offeror’s overall quality of performance, record of conforming to contract requirements and to standards of good workmanship; the offeror’s adherence to contract schedules, including administrative aspects of performance; the responsiveness of management; the offeror’s history of reasonable and cooperative behavior and commitment to customer satisfaction, including offeror’s business-like concern for the interest of the customer; and the offeror’s overall performance on their contracts. This information will be obtained through feedback from the offeror’s customers. To be relevant, past performance information must be provided for contracts that are similar (or greater) in terms of the relevant past performance criteria listed below. Contract submitted may be Governmental (federal, state, or local) or private sector contracts.

Past performance will be considered relevant if it meets all of the following criteria:

• The contract was for Building Automation System integration of similar scope, as further described in Section 5.

• For a completed contract, the contract must have been completed within five years from the closing date of this solicitation

• For a current contract, the performance period is at least 2 consecutive years

The offeror cannot use the same reference/contact person more than once.

While the offeror must provide a minimum of three customer references for past performances evaluations, they may provide more (but in no case shall they submit more than five references).

The lump sum price shall be provided by offerors on the SF 1447.

The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Should discussions be deemed necessary, the Contracting Officer may establish a competitive range of the most highly rated proposals.

6) PROCUREMENT PROCESS/ SOURCE SELECTION PROCESS

a) Proposals shall be received by the Contract Specialist, Jessica Hillsley.

b) Proposals shall be reviewed for completeness and responsiveness.

c) Proposals are evaluated in accordance with the terms of the solicitation (i.e. the evaluation factors)

d) Contracting Officer makes determination to award, or establishes a competitive range and begins discussions with all offerors in the competitive range.

e) After receipt of final offers, award is made to the offeror providing the best value to the Government.

7) SECURITY

The successful awardee will be required to go through the security clearance process. The contractors will be responsible for acquiring security clearances as part of the contract. Contractors shall comply with the following requirements pertaining to security clearances:

• All contractors are required to be given at a minimum a preliminary favorable status in order to start working.

• Contractor will work with the GSA Security Sponsor (Tyler Getter) to submit Individual Contractor Information Worksheets (CIW) and provide requested information on the Electronic Questionnaire for Investigations Processing (e-QIP).

Final Notice to Proceed will not be issued until clearances for proposed employees have been received and approved.

8) BUY AMERICAN CLAUSE INCLUDED IN THIS CONTRACT

The Buy American Act (BAA) Clause (FAR 52.225-1) is included as part of the base contract. The BAA provides a preference for domestic manufactured and unmanufactured products in Government purchases. For a product to be considered “domestic” under the BAA, at least 50% of the value of the components must be mined, produced or manufactured in the U.S. (the Component Test). Note: the component test is waived for Commercially Available off-the-shelf (COTS) items. Please read through the clause.

9) SITE ACCESS

Site access will be granted by the COR after contract award. Deliveries or other uses of the building shall be coordinated in advance with the GSA Property Management Office.

10) SAM REGISTRATION

All contractors must have current and active registrations in www.sam.gov in order to be eligible for award. It is not mandatory to have the registration complete in order to submit a proposal, but you cannot be considered for award if the registration is not complete or current at the time award will be made.

11) ADDITIONAL SITE VISITS

All other site visits will be based on the availability of the Property Management staff and may be arranged during normal duty hours by contacting Tyler Getter, Property Manager at (608) 441.5452.

12) WALK THROUGH

http://www.sam.gov/

13) QUESTIONS AND ANSWERS

1. QUESTION: If this project will touch the Andover security system as well I do not believe that it can be integrated into Niagara (N4 of AX), and currently do not know if any points for that system are on any of the HVAC controllers throughout the building.

ANSWER: The security system is on Andover. The intention is for the current computer to run the security only.

2. QUESTION: Can you tell me if this is a GSA Schedule RFP or if we need to have a particular SIN to bid.

ANSWER: No this is not a GSA Schedule RFP. You do not need a particular SIN in order to submit proposal.

3. QUESTION: Will there be a remote connection to some remote tridium system that this will be supervised from outside this building?

ANSWER: The standard is to load to a virtual server. GSA will supply the building with a work station and laptop connected to the GSA network and access to the virtual server. Access to the server will be managed with GSA ENT credentials. Remote access to the server will be accessible to all credential users through Citrix VPN from any network. The Contractor will have remote access to the system during the warranty period.

Another option is to load a contractor system and get it working on a vendor supplied LAN and then migrate the entire network to the GSA network. This includes replacing the switches, routers, and workstations with the GSA provided equipment and loading the server in the virtual environment.

4. GSA COMMENT: Network controller 2 has not been approved by GSA IT to be used on the GSA network or connect to BAS. BCX1-GR has been remediated and is allowed for use.

There are 2 controllers controlling the air handlers.

5. QUESTION: If we put a JACE between the netcontroller and the network would that work?

ANSWER: It would not work if BACnet over Ethernet was used.

6. QUESTION: Is BACNet MSTP device approved for use?

ANSWER: Yes, if not IP. Anything with IP address is the main concern.

7. QUESTION: Are wiring diagrams and a floor plan available?

ANSWER: Yes, an amendment will be posted to FBO with this information.

8. QUESTION: How many devices on the system?

ANSWER: 111 BAV controllers. 2 main air handlers, rooftop, small in basement. 2 boilers. AC provided by dxunit. 2 main and rooftop have independent dx units.

9. QUESTION: What year was the BAS installed?

ANSWER: Between 1997 and 2006. 174 is the version.

10. GSA COMMENT: Warranty for Niagara N4 supervisor needs to be unlimited points for 3 years and licensed to GSA.

11. QUESTION: Has a location for the new N4 JACE(s) been selected?

ANSWER: The location(s) for JACE 8000 is to be determined by the contractor.

12. QUESTION: Are dedicated electrical circuits available to power the new N4 JACE(s) and if so what is their location?

ANSWER: The contractor shall furnish and install the JACE 8000 and is responsible for all labor and material associated with this task, including, but not limited to acquiring cabinet, mounting in cabinet, mounting cabinet, electrical and cabling to GSA switch.

13. QUESTION: The bidding instructions (Section 2.4.1) mention that the copper network wiring needs to be replaced with fiber. Does this requirement include all existing Cat5 (or equal) network cabling that is part of the existing Andover system (from Net Controllers on 5th floor to 1st Floor Engineering Office, from Workstation in Engineering office to switch in Engineering Office, and from BcX in Engineering Office to switch in Engineering Office)?

ANSWER: Yes, if the existing network cabling that is part of the Andover system does not comply with GSA TDDG limitations then they should be replaced with fiber-optic cable as defined by PBS IT design. Please refer to Section 1.1b of the Telecommunications Distribution and Design Guide (TDDG) for the type of copper or fiber cable to be used to support low voltage systems.

14) FINAL REMARKS

Once again the proposal closing date and time is Wednesday, December 28, 2016 at 3:00 p.m. Central (updated via Amendment 0002 issued 12/19/2016, the proposal due date is changed from December 28, 2016 to January 4, 2017) and should be submitted to:
