About this opportunity

The National Laboratory of the Rockies (NLR), managed by Alliance for Energy Innovation, LLC under DOE Contract DE-AC36-08GO28308, seeks technical subject matter experts for Building America Subject Matter Expert Technical Support, with proposals due November 16, 2026 at 6:00 PM Mountain Time. No set-aside is used. The notice lists the Department of Energy Office of Science as the agency, and the statement of work identifies DOE's Building Technologies Office as the sponsoring office for the Building America Program.

Up to ten firm fixed-price work order subcontracts will be awarded, each with a 12-month basic period and four optional 12-month extensions. Annual funding is approximately $100,000 per subcontract, with a $500,000 five-year ceiling per award, and actual totals may vary by task scope. There is no guaranteed minimum work volume. Work orders are not competed among subcontractors; NLR technical staff assign them based on demonstrated expertise and capacity. Offerors may propose on all six SOW tasks or a subset, with one technical proposal per task. The tasks cover testing and validation, industrialized construction optimization, modeling and analysis, industry analysis, market scaling, and guidance and best practices. Envelope retrofit topics include, but are not limited to, moisture, humidity, and infiltration.

Place of performance is Golden, Colorado. Laboratory experiments must be performed by a U.S.-located laboratory, though domestic third-party laboratories may be used. All subject matter specialists must be U.S. citizens or residents and physically present in the United States during performance. Teaming is optional, and offerors may cite experience from named lower-tier subcontractors or teaming partners. Each proposal requires one-to-three qualifying examples and an eight-page technical limit per task, excluding title page and resumes, plus separate PDFs for the cover letter, Labor Rate Break-Down Proposal Form, Representations & Certifications, and Organizational Conflicts of Interest statement, submitted as seven PDFs in a zipped folder.

Evaluation is best value. Qualitative merit criteria carry 80% combined weight: Technical Expertise and Industry Experience (30%), Research, Analysis and Technical Output (30%), Collaboration and Workforce Development (20%), and Knowledge Transfer (20%). Price (cost) is also evaluated.

Amendment 1 (October 15, 2026) deleted RFP Section 9 and confirmed Section 8 as the governing evaluation section. Amendment 2 (October 30, 2026) answered industry questions, and Amendment 3 (November 2, 2026) answered further questions and identifies Subcontract Administrator Kim Tangler. Offerors must acknowledge all amendments in the cover letter or risk rejection. Technical questions were due October 26, 2026.

NLR seeks to engage leading technical subject matter experts (SMEs) to help buildings industry stakeholders scale up and meet demand for lower-cost, high-quality buildings. SMEs will support DOE’s Building America program, both its just-launched new construction support program and existing support programs for building envelope retrofits.

The new construction support program will provide technical assistance to help partners erect high-quality buildings faster and at lower cost, ultimately delivering savings to everyday Americans. NLR seeks leading subject matter experts (SMEs) in research, field validation, analysis, dissemination, and technical support efforts to help builders, manufacturers, contractors, and other industry stakeholders scale up and meet demand. This work will focus on factory optimization, product design and materials innovation, and digital tools and modeling.

For envelope retrofits, this work will help reduce first costs and lower utility bills in existing homes by focusing on technical topics including, but not limited to, addressing moisture, humidity, and infiltration through envelope upgrades and whole-home solutions.

Across both areas, SMEs will also conduct modeling and analysis, data collection, industry analysis, and market scaling support. This work will include knowledge transfer to provide actionable guidance and information to industry stakeholders.

For over 30 years, DOE’s Building America Program has been a source of innovations and best practices needed to deliver affordable and efficient homes. NLR supports DOE’s Building America Program through scientific leadership and building science expertise to ensure high-quality, impactful results from Building America’s research efforts.
