About this file

This is Amendment No. 03 to Request for Proposal RFP-2026-10245() issued by the National Laboratory of the Rockies for Building America Subject Matter Expert Technical Support. The amendment, dated November 2, 2026, addresses questions received from potential offerors and clarifies evaluation and submission requirements. The subcontract administrator is Kim Tangler. The amendment clarifies that criteria 6.1-6.3 can be addressed individually in proposals, with offerors indicating which specific criterion is being addressed, and a single project may be used to demonstrate compliance with multiple requirements within the same criterion or across multiple criteria. For Criterion 6.2 regarding facilities, equipment, and resources, offerors may demonstrate sufficiency through access to relevant personnel, analytical/modeling software, field instrumentation, partner or third-party facilities, and other technical resources—offeror-owned facilities are not required.

For evaluation methodology, the amendment directs offerors to consult Amendment 1, dated October 15, 2026, for clarification regarding whether the best value selection process or lowest-priced, technically acceptable offer methodology governs award. For Questions 56 and 57 regarding the eight-page technical proposal limit and resume requirements, the amendment references Amendment 2, dated October 30, 2026, for answers. Offerors must acknowledge receipt of this amendment in their proposal cover letter to avoid rejection. All other terms and conditions of the original RFP remain unchanged and in full force and effect.
