About this opportunity

The Department of the Air Force Air Education and Training Command seeks design, fabrication, and installation of an outdoor aviation memorial at Laughlin Air Force Base, Texas, with quotations due September 21 at 12:00 PM. This is a 100% small business set-aside RFQ treated as a commercial service acquisition.

Place of performance is Laughlin AFB, TX. The memorial comprises five 1/20th-scale bronze aircraft sculptures (T-33, T-37, T-38C, T-1A, T-6A) with hand-burnished canopies, recessed scribe lines on control surfaces, and dynamic ascending flight attitudes (8–15 degree climb angle, 10–20 degree bank angle); graduated stainless-steel support columns ranging from 3.0 to 6.0 feet in height to simulate flight progression; a 47-inch bronze U.S. Air Force Pilot Wing centerpiece; and a 24-inch square bronze memorial plaque with raised Roman lettering. All bronze-to-stainless-steel interfaces require dielectric isolation materials (neoprene/PTFE sleeves), marine-grade anti-seize compounds, and 316 stainless-steel hardware to prevent galvanic corrosion. Award is firm-fixed-price to the single vendor offering best value, evaluated primarily on price, followed by past performance with the federal government and technical approach feasibility. Quotations must include a completed price schedule, a technical narrative not exceeding two pages, and past performance documentation. Davis-Bacon Act wage determination requirements apply. A voluntary site visit is scheduled for September 18 at 10:00 AM CDT. The NAICS code is 332323, Ornamental and Architectural Metal Work Manufacturing; PSC is 9930, Memorials and related equipment. The contracting officer is Alejandro De Hoyos.
