About this file

This is a Combined Synopsis/Solicitation for a Request for Quotations (RFQ) for construction services related to an outdoor aviation memorial project. The 47th Contracting Squadron at Laughlin Air Force Base in Texas is soliciting quotes for the Building 320 Memorial/Entryway Beautification Project (Solicitation Number FA3099-26-Q-1021, issued September 15, 2026, with a response deadline of September 21, 2026 at 12:00 PM). This procurement is a 100% Small Business Set-Aside and is being treated as a commercial service under RFO 12. The contracting officer is Alejandro De Hoyos with support from SSgt Hayden Williams.

The scope of work requires fabrication and delivery of an outdoor aviation memorial honoring the U.S. Air Force Undergraduate Pilot Training lineage. The primary deliverables include: five 1/20th-scale bronze aircraft sculptures (T-33, T-37, T-38C, T-1A, and T-6A) with specified dimensions and surface treatments; a graduated system of stainless-steel support columns ranging from 3 to 6 feet in height with 9-inch elevation increments; a 47-inch USAF Pilot Wing centerpiece in solid bronze with high-relief detail; and a 24-inch square bronze memorial plaque with raised Roman lettering. The specification includes detailed structural requirements for galvanic isolation between dissimilar metals using dielectric neoprene/PTFE sleeves, marine-grade anti-seize compounds, and 316 stainless-steel hardware. Award will be made on a firm-fixed-price basis to the single vendor offering the best value, evaluated primarily on price, followed by past performance with the U.S. Government and technical approach feasibility. Quotations must include a completed price schedule, a technical narrative not exceeding two pages, and relevant past performance documentation. A voluntary site visit is scheduled for September 24, 2026, at 10:00 AM CDT. Davis-Bacon Act labor standards apply to this construction contract.

1.0 Project Description & Statement of Work (SOW)

This specification establishes the technical, artistic, and structural requirements for the fabrication and delivery of an outdoor aviation memorial. The installation honors the lineage of the United States Air Force Undergraduate Pilot Training (UPT/SUPT) through three primary physical components:

A. Five (5) 1/20th-Scale Bronze Aircraft Sculptures: Representing key historical and active primary/advanced training aircraft (T-33, T-37, T38C, T-1, and T-6A) B. Stepped Stainless-Steel Support Columns: Round architectural poles engineered in ascending vertical heights (3.00 ft, to 6.00 ft) representing the progression of flight training.

C. Memorial Centerpiece & Bronze Plaque: A dimensional 47-inch standard United States Air Force Pilot Wing badge and an engraved bronze dedication plaque mounted to a couple of round architectural poles.

2. Aircraft Sculptures Specifications (1/20th Scale) (1 model inch = 20 actual inches) Aircraft Designation Length Wingspan Height T-33 22.65 inch 23.33 inch 7.00 inch T-37 17.55 inch 20.27 inch 5.50 inch T-38C 27.83 Inch 15.15 inch 7.73 inch T-1A 29.05 inch 26.10 inch 8.35 inch T-6A 20.00 inch 20.05 inch 6.40 inch Structural Details & Attitude Flight Attitude: Each Model shall be fixed in a dynamic, ascending bank attitude (Climb angle between 8 degrees and 15 degrees; gentle turn bank angle between 10 degrees and 20 degrees to simulate flight.

Canopy and Surface Treatment: Cockpit canopies shall be highlighted with a hand-burnished, slightly lighter patina to contrast against the satin fuselage and wings. Control surfaces (rudder, flaps and ailerons) shall feature recessed scribe lines at 0.0625 in depth.

Propeller Detail (T-6A): Cast with a stationary stylized four blade feathered propeller or a solid rotation-simulation disc.

3. Stainless-Steel Pole & Mounting The support poles form a graduated flight trajectory, elevating the aircraft along a strict 9-inch (0.75 feet) progression Elevation Hierarchy Elevation Above the Base Aicraft Designation Pole Height (Elevation above base) T-33 3 feet T-37 3.75 feet T-38C 4.50 feet T-1A 5.25 feet T-6A 6.00 feet Structural & Galvanic Isolation A. Dissimilar Metal Isolation: Because bronze (copper alloy) and stainless steel have different galvanic potentials, direct metal-to-metal contact will cause galvanic corrosion, all interfaces shall incorporate:

• Non-Conductive, high compressive-strength dielectric neoprene or Delrin/PTFE isolation sleeves and washers at all mounting joints.

• Marine-grade anti-seize compound compatible with stainless steel hardware.

B. Top Joint Connection: The pole top shall terminate in a fully welded, capped internal receiver socket. A high-tensile 316 stainless-steel internal spud (1.50 in diameter) welded into the aircraft center-of-gravity (CG) belly plate slips into the pole receiver and secures with dual concealed, temper-proof set screws C. Base Mounting: Each pole shall feature a 0.75-inch thick, 10-inch square or circular 316 stainless base plate with four 0.75-inch anchor bolt hole, secured to the sub-grade concrete footing and concealed by a brushed stainless-steel escutcheon shroud.

4. Centerpiece: 47-Inch Standard U.S. Air Force Pilot Wing Dimensions: 47-inch tip-to-tip wingspan. Approximately 14.50 inches center height, 2.50 inch high-relief projection.

Insignia Details: Authentic representation of a USAF pilot rating badge. Featuring the central shield with concentric ring stripes surmounted by federal wings with layered feather textures.

Fabrication Method: Solid bronze plate with structural backing ribs

5. Square Bronze Memorial Plaque Wording on the Plaque: (from top to bottom) T-6A T-1 T-38C T-37 T-33 Dimensions: 24 inches x 24 inches square, 0.375 in minimum plate thickness with integral 0.75 in perimeter return bevel.

Typography & Style: Raised Roman bold lettering with flat face and hand-rubbed satin bronze highlight against an organic leatherette or stippled or stippled dark brown/black oxide background.

Mounting: Four blind-mount threaded studs (0.375-inch diameter) tapped into the reverse side of the plaque.

2.0 Instructions for Quotation Submission

1. Format: Quotations must be submitted via email to Point of Contacts by the response deadline. The subject line shall read: "Quotation for RFQ FA3099-26-Q-1021".

2. Content: Your quotation package must include:

• Price Schedule: A completed version of Section 5.0.

• Technical Approach: A brief narrative (not to exceed 2 pages) describing your plan to complete the work, including sequencing, material delivery, and a projected timeline.

• Past Performance: A list of contracts held with the United States Government (USG).

3. Site Visit: A voluntary site visit is scheduled for September 24, 2026, at 10:00 AM CDT. Attendees shall meet at the entrance of Building 320. If attendees do not have base access, please meet at the West gate visitors center at 09:30 AM CDT. Please email the POC’s to confirm attendance.

3.0 Basis for Award

The Government intends to award a single firm-fixed-price purchase order to the vendor responsible whose quotation represents the best value to the government.
