Added: Apr 18, 2018 4:39 pm The NAVSUP Fleet Logistic Center, San Diego, CA, Port Hueneme Office, intends to solicit offers for instructor, administrative and financial support services which will directly support the Center for Seabees and Facilities Engineering (CSFE) and Naval Construction Training Center (NCTC). CSFE’s mission is to provide CEC Officers, Seabees, and Environmental Professionals with the necessary skills, knowledge, and education to enhance life-long learning and to provide quality support to the fleet. NCTC is responsible for providing instructor services in the disciplines of Seabee Project Planning and Execution, Construction Mechanic, General Construction and Steelworker. It is anticipated that a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) performance based contract will be awarded with a one year base and four one-year options.

This proposed procurement will be 100% set-aside for small business concerns in accordance with FAR Part 15 and 19. Request for Proposal N00244-18-R-0036 will only be available in electronic format; it will be posted to both the Federal Business Opportunities (FBO) located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. The Government is not responsible for any loss of Internet connectivity or for an offeror’s inability to access the document posted on the referenced website. It is the offerors responsibility to monitor the internet site for the release of the solicitation and amendments (if any). Prospective offeror’s should not expect notification that an amendment has been issued.

Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. An offeror’s list will not be maintained by this office. No telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of offers may render a contractor’s offer non-responsive and result in rejection of the same. Interested offerors must be registered in the System for Award Management (SAM) database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov.

Lack of registration in the SAM database will make an offeror ineligible for award. Any questions in regards to this notice should be submitted in writing via e-mail to nancy.landeros@navy.mil. The RFP release date is on or about 11 May 2015 and will close 30 days thereafter. All responsible sources may submit a proposal, which shall be considered by the agency. Offerors shall submit their proposals via email to Ms. Nancy Landeros at nancy.landeros@navy.mil. by 12:00 p.m. PST. The North American Industry Classification System (NAICS) Code for this procurement is 611519. Reference the above solicitation number when responding to this notice.
