About this opportunity
The United States Department of Agriculture Forest Service is seeking a small business contractor to complete the Buffalo Creek Work Center Office and Engine Storage Additions project located in Buffalo Creek, Colorado. The project involves constructing new office space and an additional engine bay at the existing work center, which was originally built in 1938 by the Works Projects Administration. Key contract requirements include site mobilization, construction of site utilities for water, sewer, natural gas, power, and telecommunications, final site grading, parking area construction, demolition of existing site features, and installation of foundation, building, mechanical, electrical, and plumbing systems. While specific evaluation criteria are not detailed in the pre-solicitation notice, interested small businesses must submit a Statement of Capability by May 20, 2025, at 9:00 p.m. Central Time. A mandatory site visit is scheduled for May 29, 2025, at 11:00 a.m. Mountain Time, with required pre-registration by May 28, 2025.
The contract is designated as a total small business set-aside with an anticipated contract value between $1,000,000 and $5,000,000. The procurement will be a firm fixed-price contract with a performance period from September 30, 2025, to September 30, 2026. The project will be located at 18046 County Road 126, Buffalo Creek, CO, 80425, and encompasses approximately 3 acres with multiple existing structures. The solicitation will be governed by Federal Acquisition Regulation Part 15 and will be announced on SAM.gov when fully released. The project involves upgrading an inefficient historical work center by adding modern office space and an additional engine storage bay, with incidental work including quality control submittals, safety documentation, utility coordination, product submissions, construction scheduling, waste management, and system training documentation.

****************************Additional information to be posted in the Solicitation anticipated in May 2025.**************************
Buffalo Creek Work Center in the PSICC (Pike-San Isabel National Forests & Cimarron and Comanche National Grasslands) was built in 1938 by the Works Projects Administration and is located at 18046 County Road 126, Buffalo Creek, CO, 80425. The Work Center of roughly 3½ acres hosts several structures, including, but not limited to, the Office, Garage/Shop, and Dwelling constructed in 1938, and the Barracks and Engine Storage constructed in 2002, as well as several other miscellaneous structures and utility features. Like many historical buildings of this age, the office is very inefficient in terms of energy consumption and space utilization. Under this contract new office space and an additional engine bay space will be constructed as an addition to the existing Engine Storage building. Work in the base items includes mobilization; quality control; construction staking and layout; construction of site utilities for water, sewer, natural gas, power and telecommunications; final site grading; parking area construction; demolition of existing site features and utilities; and foundation, building, and mechanical/electrical/plumbing systems construction. Incidental work includes submittals for quality control; submittals for safety and accident prevention; coordination with local utility companies; submittals for products and shop drawings; the construction schedule; construction waste management; operation and maintenance manuals, as well as system demonstration and training.
