About this opportunity

The U.S. Army Corps of Engineers (USACE) Louisville District is seeking a small business contractor to perform streambank stabilization and campground infrastructure repairs at Buckhorn Campground in Kentucky. The project involves repairing approximately 500 linear feet of severely eroded streambank along Squabble Creek, which was damaged during a 2022 flood event. Key contract requirements include regrading the stream bank, installing rip rap stone protection, repairing campsites with gravel and concrete pad placement, and performing asphalt road subgrade repairs. The procurement will be conducted through a sealed bid, Design/Bid/Build Invitation for Bid (IFB) process, with contractors evaluated based on their technical capabilities and compliance with project specifications. Interested firms must submit their sealed bids by May 8, 2025, with the solicitation being a Firm-Fixed-Price (FFP) contract under NAICS code 237990 for Heavy and Civil Engineering Construction.

The contract is exclusively set aside for small businesses, with a strict focus on environmental preservation, particularly protecting endangered darter species in Squabble Creek. While specific budget details are not disclosed, the project is structured with a 60-calendar day construction timeline from the Notice to Proceed (NTP). The place of performance is the Buckhorn Campground in Buckhorn, Kentucky, where contractors will be responsible for comprehensive site restoration and infrastructure improvement. A site visit sign-in sheet indicates multiple small businesses have already expressed interest, including Blaze Enterprises, Chandler Excavating LLC, and Brannon Contracting. Successful contractors must implement strict erosion control best management practices (BMPs) and adhere to the detailed technical specifications provided in the project documentation.
