About this opportunity

The Defense Logistics Agency Disposition Services seeks three Bruker Titan 800 handheld XRF analyzers, with quotes due May 14, 2026 at 1:00 p.m. Eastern Time. Amendment 1, issued May 12, adds model number specifications. Although the solicitation states "full and open," a sole-source justification document establishes that this procurement operates outside full and open competition under FAR 13.106-1(b)(1)(i) based on unique technical and operational factors specific to the Bruker instrument.

Place of performance is Battle Creek, Michigan, with deployment across DLA Disposition Services regions and the training center. The requirement is for new equipment only, supplied and installed under contractor responsibility including all documentation and site coordination.

Technical specifications require a Bruker Titan 800 with 8 mm spot size, 4W Rhodium thin window X-ray tube, 5–50 kV wide-range generator with 200 mA maximum current, large area silicon drift detector with optimized high count rate DPP and Graphene Window, element detection capability from Magnesium through Uranium, and an automated five-position primary beam filter changer with four pre-fitted filters optimized for Alloys, Restricted Materials, Plastic, and Geology. All equipment must comply with DoD item unique identification requirements per DFARS 252.211-7003. Contractors must submit detailed technical specifications confirming all salient characteristics and state delivery lead-times.

NAICS code 334516 applies with a 1,000-employee small-business size standard. Evaluation awards to the responsible contractor offering the lowest evaluated price that is technically acceptable under FAR Part 12 commercial items procedures. Quotes must be submitted via email only to matthew.wonch@dla.mil; the Government will not accept late, partial, or incomplete quotes.
