About this file
This is a Questions and Answers document from a Sources Sought pre-solicitation notice for an Enhanced-Use Leasing (EUL) development opportunity at the James J. Peters VA Medical Center in the Bronx. The Department of Veterans Affairs, through its Central Program Contracting Activity in Independence, Ohio (ZIP 44131), is soliciting expressions of interest from qualified developers, including Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs), to develop and operate a parking structure with a minimum of 900 spaces that benefits Veterans. The solicitation number is 36C77626Q0277, with a response deadline of November 10, 2026, at 12:00 PM Eastern Time. The product/service code is R799 (Parking Facilities), and the NAICS code is 541611. The Point of Contact is Contracting Officer Steven Grzybowski at 216-447-8300, extension 3584, or steven.grzybowski@va.gov.
The document presents a question received from an interested developer inquiring about the potential for a mixed-use development incorporating the required parking structure along with housing and other Veteran-benefit uses. The VA's response clarifies that there is no housing anticipated in the potential future solicitation due to lack of available land and density constraints. Under the EUL authority (38 U.S.C. 8161-8169), selected developers would be responsible for financing, constructing, operating, and maintaining the parking structure under lease terms of up to 99 years. The James J. Peters VAMC's primary objective is to alleviate the significant on-campus parking shortage through this development opportunity.
