About this opportunity
The Department of the Army Corps of Engineers, Tulsa District, seeks design-build services for roof replacement at the Broken Bow Powerhouse, with proposals due May 29, 2026. The procurement is a total small business set-aside.
Place of performance is Broken Bow, Oklahoma. The scope involves complete removal of the existing single-ply membrane roof installed in 1981 and installation of a new fully-adhered thermoplastic polyolefin (TPO) roof system with minimum 80-mil thickness over gypsum cover board and polyisocyanurate insulation. Design shall incorporate structural analysis confirming the existing structure can accommodate new loads without modifications, test cuts of the existing roof system, and replacement of roof drainage systems with new primary and overflow drain assemblies. The contract includes three optional line items: guardrail installation on parapets, replacement roof access hatch and ladder system, and replacement of six rooftop exhaust fans. The estimated project value ranges from one million to five million dollars. The contractor shall commence work within 10 calendar days of receiving the Notice to Proceed and complete all work within 730 calendar days.
A mandatory pre-bid site visit is scheduled for May 4, 2026, at 11:00 AM Central Daylight Time at 4905 N State Highway 259-A, Broken Bow, Oklahoma 74728. Prospective offerors must RSVP to contracting officer Clinton J. Yandell at clinton.j.yandell@usace.army.mil or (918) 669-4920.
Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology. A bid bond equal to 20 percent of bid price or three million dollars, whichever is less, is required. Performance and payment bonds must be provided within 10 calendar days of award. All offerors must possess a NIST score in the Supplier Performance Risk System (SPRS) prior to award. Amendment 0002 (May 11) extends the original May 18 deadline to May 29 and adds FAR clause 52.222-90 addressing DEI discrimination by federal contractors, which flows down to all subcontractors at any tier except where performance occurs outside the United States.
